Job Description:
The Employee Outreach Manager supports Employee Outreach operations at Straticon, and is responsible for recruitment, onboarding, employee relations, benefits administration, compliance, and EO data management. The role requires a strong understanding of EO best practices and employment laws and within a construction and project-based environment.
Responsibilities:
Onboarding
- Direct the onboarding and orientation process and provide instructions on safety, compliance, and company culture.
- Maintain the applicant tracking system and provide monthly reports on time-to-fill and candidate source effectiveness.
- Work with the Director of EO to design recruiting strategies tied to Straticon’s project pipeline and growth targets.
Employee Relations
- Serve as the first stop for employee-relations issues relating to the interpretation of policies, handling of disputes, and guiding managers through performance reviews and corrective action.
- Investigate complaints or workplace concerns, document findings, and present recommended outcomes to leadership.
- Plan and coordinate engagement programs such as recognition awards, milestone celebrations, and culture-building events that reinforce Straticon’s core values.
Compensation, Benefits & Leave
- Administer health, dental, vision, 401(k), and voluntary benefit plans.
- Reconcile monthly invoices and manage open-enrollment communications.
- Oversee annual open enrollment: set deadlines with the broker, update plan materials, communicate changes to employees, guide elections, and confirm payroll and carrier records match.
- Track and manage all employee leaves (FMLA, personal, workers’ compensation), ensuring accurate documentation and legal compliance.
Compliance & Recordkeeping
- Run the EO department’s daily workflow, including overseeing benefits processing, tracking employee status changes, and keeping all required employment records current.
- Prepare and maintain EO records and regulatory reporting for EEO, ACA, I-9, OSHA, and other construction-related requirements.
- Keep EO policies and the employee handbook up to date with federal, Florida, and local employment laws, including construction-specific OSHA requirements.
- Oversee the management of unemployment claims and responses to Department of Labor requests.
Events, Engagement & Internship Program
- Run Straticon’s internship program: recruit and onboard interns, design orientation and mentorship activities, monitor performance, and coordinate final presentations.
- Plan and execute internal and external company events including department team-bonding activities, career fairs, and community or industry networking events handling scheduling, logistics, communications, and budget tracking.
- Manage the company calendar to capture all major events and activities.
Required Skills:
- Comprehensive knowledge of federal and Florida employment laws and EO best practices.
- Strong interpersonal and communication skills with the ability to build relationships across all levels, including field superintendents and project managers.
- Highly organized with strong time management, analytical thinking, and problem-solving abilities.
- Proficiency in Microsoft Office Suite and HRIS platforms (UKG, Employee Navigator, or similar).
- Ability to maintain confidentiality and handle sensitive information with discretion.
- PHR, SPHR, or SHRM-CP/SHRM-SCP certification preferred.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or related field preferred.
- Minimum of 5–7 years of progressive EO experience.
- Construction or project-based industry experience preferred.
