Key Responsibilities
Provide expertise developing, formulating, crafting and documenting partnerships between the U.S. Department of Defense and the Ministries of Defense of U.S. Allies and International Partners in SATCOM planning, resource allocation, operational management and control to provide C3 capability to Warfighting units.
Work with U.S. Combatant Commands (COCOMS), including US SPACECOM, USEUCOM, USSTRATCOM, NATO partners and the NATO CIS Agency, to provide SATCOM services under the NSS6G Memorandum of Understanding.
Provide Project Management level oversight of the U.S. contributions to the NSS6G project; ensure services are delivered on schedule and within cost.
Analyze the performance of SATCOM SHF, EHF and management services for NATO; propose improvements as required.
Review cost, schedule and budget documents for NSS6G; coordinate with USSF financial management to ensure invoices are accurate and on time.
Oversee the process to allocate NSS6G residual funds to support DoD SATCOM initiatives; audit funding to ensure expenditures align with NSS6G guidance.
Provide administrative assistance to NSS6G JSMOL; coordinate with the DoD and NATO counterparts to manage SATCOM-related activities.
Assist in the development and signature processes for DEFCOM MOUs and related arrangements; ensure agreements meet legal sufficiency per FAR and DoD guidance.
Produce reports and respond to taskings as required by the Program Manager.
Analyze the DoD SATCOM Enterprise including constellations and ground/user systems to support warfighting capabilities; serve as alternate SATCOM systems lead when needed.
Provide technical SATCOM system expertise to DoD and partner organizations to evaluate programs’ cost, schedule and performance while aligning with national strategies and DoD guidance.
Provide operations, sustainment, and engineering analysis for military, international partner and commercial SATCOM capabilities; conduct business case analyses and review investments for compliance.
Analyze satellite payloads and ground station architectures to determine resource allocation sufficiency; identify integration issues and provide planning guidance including cybersecurity and cryptography considerations.
Support ESC-MC initiative and review user requirements to inform program decisions.
Prepare for DoD reviews and meetings (e.g., ESC-SG and working groups); assist in identifying budget shortfalls and developing risk assessments and COAs.
Represent the DoD customer at senior forums for SATCOM activities and attend weekly staff meetings to brief leadership.
Work Environment
Location: On-site, Alexandria, VA
Travel Requirements: Minimal 20-50% (frequent travel to CONUS and OCONUS locations)

Qualifications Required
12+ years of experience in DoD staff positions, military service and/or Commercial SATCOM environments
4+ years crafting and developing DoD-level policies pertaining to C3
8+ years related experience with Master’s degree OR 12+ years with Bachelor’s in a technical discipline; understanding of NATO structures and processes
Experience working with NATO or similar alliances
Experience building international agreements with U.S. Allies and International Partners
Project Management Professional certification or 5+ years in PM roles
Experience with DoD PPBES and JCIDS processes; familiarity with DoD systems and deadlines
TS/SCI Clearance required
Desired
Experience with COMSATCOM and related firms
Familiarity with TRANSEC requirements and CNSS publications
Ability to protect classified information and work on a mixed contractor-government team
Strong attention to detail and communication skills; proficient with MS Office, SharePoint and Teams
