Overview

PATH seeks a Health Information Systems (HIS) Advisor for the Strengthening Infectious Disease Detection Systems (STRIDES) project. The global project will support and strengthen surveillance, detection and analytical capacity of infectious diseases across both human and animal health. The HIS Advisor will develop and implement policies and processes ensuring high-quality data management and strategic information activities. This role leads the design, documentation, testing and implementation of country-level database systems, with activities spanning Health Information Systems/Informatics, Data Analytics, Implementation Science, and Country Support. The position may include capacity building for country stakeholders and supporting country programs to develop robust systems for data management, analysis, visualization, and use (emphasizing DHIS2). The STRIDES project focuses on real-time data collection, analysis, and visualization to support decision-making during infectious disease outbreaks. Responsibilities

Lead the implementation of HIS systems that provide rapid support during infectious disease outbreaks, focusing on real-time data collection, analysis, and visualization for decision-making. Provide technical support and guidance for the development of HIS for the project, including DHIS2/DHIS2 Tracker, ensuring adherence to global standards and guidelines such as global 7-1-7 targets. Work with both human and animal health sectors to integrate disparate data systems to improve public health decision-making around zoonotic pathogens. Provide leadership and capacity building for design, development, planning, implementation, and staff training in analysis, visualization, dissemination, and use of data for performance improvement. Collaborate with country teams and stakeholders to develop and implement preparedness simulations and post-outbreak reviews, ensuring HIS systems can integrate and support these processes through data reporting and analysis. Build project and staff capacity to develop and implement data management and analysis systems in line with donor requirements and best practices through formal training and ongoing mentoring. Work with partners in-country to develop and run targeted training and HIS workshops tailored to local needs and contexts. Design and implement integrated systems that unify indicator-Based Surveillance, Event-Based Surveillance, and non-traditional surveillance approaches into a cohesive pipeline for rapid analysis and timely response to pandemics and epidemic-prone diseases. Collaborate with country governments and stakeholders to conduct HIS-related preparedness simulations, ensuring system capabilities are validated and optimized for outbreak response. Contribute to the development and/or revision of project HIS and related documentation. Monitor and maintain country stakeholder and donor satisfaction by delivering high-quality service, communication, and management of HIS integration. Establish appropriate project tracking using computer-assisted programs and ensure timely entry of project information. Required qualifications and experience

Minimum Bachelor's degree or international equivalent in public health, health science, analytics, information management or related field; Master’s degree preferred. 8+ years of data management and systems experience. Extensive experience working with DHIS2 tool design and implementation. Working knowledge of digital health and information management systems, tools, and processes in low-resource settings. Prior NGO and USG experience (e.g., USAID, CDC, U.S. State Department). Prior experience developing HIS solutions for emergency response, including outbreak detection, data management, and post-outbreak evaluations. Experience working with globally distributed teams with diverse backgrounds. English proficiency required; French or Spanish highly preferred. Willingness to travel up to 25%. Salary and benefits

We offer a competitive salary and generous benefits. For candidates based in the U.S., the annual salary range is $128,000–$160,000. Final salary is based on objective factors.
