Chief, California Medicaid Management Information Systems (CA-MMIS) Operations — Career Executive Assignment Level B. Chief, CA-MMIS Operations leads the administration, oversight, and monitoring of the Department’s Fiscal Intermediary (FI) Business Operations (BusOps) and FI – Maintenance and Operations (FI-M&O) contracts for the state’s Medi-Cal program, overseeing the vendor and systems used to process approximately $21 billion annually in Medi-Cal claim payments. This role requires collaboration with DHCS Executive Staff and external partners, including CalHHS, DOF, CDT, the Legislature, and other state, federal, and local representatives, advocates, and organizations. The position reports to the Deputy Director, Program Operations and is a member of the DHCS Executive Staff. This position is subject to the Department's Conflict of Interest Code and requires filing a Statement of Economic Interests (Form 700) upon assuming office, annually while in office, and upon leaving office. Lead the administration, oversight, and monitoring of FI BusOps and FI-M&O contracts for Medi-Cal. Provide oversight of the FI-M&O vendor and related systems for processing Medi-Cal payments. Build collaborative relationships with DHCS leadership and external stakeholders (CalHHS, DOF, CDT, Legislature, and other partners). Influence policy, program operations, and change management within and across government and external organizations. Represent DHCS in executive-level engagement and decision-making related to CA-MMIS operations. Qualifications

Desirable knowledge of Medi-Cal and/or Medicaid laws, regulations, rules, and policies. Experience leading and/or managing large-scale contracts through procurements. Knowledge and experience with health care payments and IT systems in health care programs. Ability to lead improvement initiatives focused on workflows, technology, and customer service for providers and other users. Ability to develop, implement, and improve policies and procedures to increase cost-effectiveness. Experience leading diverse teams to innovate operations using technology and modern process improvement strategies. Knowledge of state IT laws, regulations, and rules; strong leadership, interpersonal, and problem-solving skills. Ability to perform high-level administrative, management, and policy development tasks; effective written and verbal communication. Ability to collaborate across government, external organizations, providers, and stakeholders to develop solutions. Ability to lead change and transformation efforts with strong change management skills. Application Instructions

Telework: Eligible up to three days per week; in-person requirement of at least two days per week. Telework is subject to the Department’s program and Government Code sections 14200–14203. Residency proof may be required. Reporting Location: 830 Stillwater, West Sacramento, CA 95605. Travel may be required; commute expenses are the responsibility of the selected candidate per regulations and bargaining unit provisions. Salary Information: Effective July 1, 2025, CalHR’s PLP 2025 provides a temporary 3% pay reduction in exchange for 5 hours of PLP 2025 leave credits per month.
