Overview
Neos is seeking a Business Data Analyst for a contract role with our client in Austin, TX.
Hybrid role: 2 days remote and 3 onsite (Mon, Tue & Thurs) at 4601 W Guadalupe St, Austin, TX 78751. Only candidates currently residing in the Austin, TX area will be considered.

Responsibilities
- Understand business objectives and problems, identify alternative solutions, and perform cost/benefit analyses of alternatives.
- Analyze user requirements, procedures, and problems to automate processing or improve existing computer systems.
- Confers with organizational units to analyze current procedures, identify problems, and determine input/output requirements and report formats.
- Write detailed descriptions of user needs, program functions, and steps to develop or modify computer programs.
- Review system capabilities, specifications, and scheduling limitations to determine feasibility of requested program changes within the existing system.
Additional Job Details and Special Considerations
The Business Data Analyst will focus on analyzing existing business requirements to understand current functionalities, data flows, and pain points. The role will elicit and write comprehensive business requirements for new systems or enhancements, translate complex business needs into clear, actionable requirements, and write Epics and User Stories with acceptance criteria to communicate requirements to development and QA teams. The role will collaborate with business stakeholders, product owners, and technical teams to ensure alignment between objectives and system capabilities.
The ideal candidate will have strong data analysis skills, be able to document current state processes, and proactively identify opportunities for process and system improvements. Excellent communication and interpersonal skills are essential for facilitating workshops, gathering information, and presenting findings to diverse audiences.
Qualifications
- 8 years required hands-on experience as a business data analyst in the Information Technology industry, with strong analytical and documentation skills.
- 8 years required demonstrated ability to collaborate with technical and non-technical teams to analyze complex data-driven problems and recommend actionable solutions.
- 8 years required experience designing and optimizing data workflows and data management processes using modeling or mapping tools.
- 8 years required experience writing Epics and User Stories, including acceptance criteria, to communicate requirements to development and QA teams.
- 8 years required experience creating and maintaining data-related documentation (data dictionaries, BRDs, data mapping specifications).
- 8 years required experience designing and presenting visual data models and dashboards to communicate trends and project timelines.
- 8 years required demonstrated ability to lead data-focused meetings, document outcomes, and drive resolution of data-related issues.
- 4 years preferred bachelor’s degree in data science, computer science, information systems, business analytics, or related field (equivalent experience may be substituted).
- 4 years preferred strong multi-tasking skills with the ability to manage multiple data projects concurrently.
- 3 years preferred working knowledge of eligibility rules for SNAP, Medicaid, and TANF programs, and experience interpreting/state and federal guidelines.
- 3 years preferred experience interpreting and applying policy within an integrated eligibility case management system.
