Drive agency innovation and deliver expert business intelligence with respect to data governance, data visualization, data analysis and management capabilities, organizational capacity, and enterprise analytics infrastructure in the following areas: Enhance/Develop/Sustain decision support tools along with internal and external portals using data/tools such as Army VANTAGE, ADVANA, Microsoft Power Automate; PowerBI, Python, SQL, SAS, Oracle, Microsoft Azure, Microsoft Office, machine learning methods, and other data analytics tools as necessary. Perform research, analysis, and programming model development projects on requirements and architecture. Develop, analyze, and recommend new methodologies to integrate data from various sources and systems. Analyze complex data elements and systems, data flows, dependencies, and relationships to contribute to conceptual physical and logical process and procedure models. Develop data set processes. Use programming languages and tools to identify and develop ways to improve reliability, efficiency, and quality for analysis missions, organizational goals, and future planning. Define deficiencies and shortfalls, recommend corrective actions to data architecture, and execute approved revisions. Produce data packages and reports used in the daily mission of the team by processing SAS code, evaluating, developing, modifying, updating, troubleshooting, and testing a desktop database (MS Access or similar product) by creating/modifying VBA scripts within the desktop database to support mission requirements. Assess data sources to determine the types of data available and how to import data into systems and models to reduce or eliminate manual reporting or processing requirements. Use expert knowledge of representative models to determine the adequacy of input data and ensure integrity and pertinence of output data. Anticipate, identify, and define major problems and future needs, identify root causes, and develop practical courses of action and timely solutions. Identify, develop, and integrate pertinent information, including internal and external sources, through various data collection procedures and technologies, including emerging data science and big data methodologies. Extract relevant information from historical datasets; identify, create, and employ the appropriate statistical, algorithmic, mining, forecasting, predictive, and visualization techniques; evaluate information in relation to its impact on decision-making. Recommend data collection, integration, and retention requirements; and make recommendations for improvements to methods and algorithms, based on knowledge of best practices. Participate in the planning and implementation of methods, models, and tools and partner with other analysts to identify opportunities for significant process enhancements and recommend changes. Prepare presentations, write reports, build data visualization products, and communicate technical results and actionable insights to the Division Chief with varying levels of analytic sophistication, including through the military decisionmaking process (MDMP). Build and customize automated tools, dashboards, and customer interface portals based on leadership and staff requirements using the Army-designated platform or another internal platform. Design reports and visualizations with drilldown capabilities that are intuitive and usable for the division; may include using a programming language to build certain visualizations depending on the tool used. Interface and collaborate with process owners and others to refine understanding of underlying problems and devise possible solutions, including expert understanding of issues and requirements of each division and leadership, to report/dashboard requirements and data needs. Gain feedback at various stages of automated report/dashboard builds and adjust as necessary. Participate in and/or represent the team on working groups, meetings, conferences, and briefings related to data analytics program planning, technologies, and support system concepts and development. Develop mathematical and/or statistical models for evaluation, identification, collection, and analysis of all data used to support assigned projects or programs. Engage in conceptualization of complex operations research analyses and determine specific technical methods and procedures for a project or an entire area of investigation. Qualifications
US Citizenship. Active Secret security clearance. HS Diploma/GED Minimum of five (5) years of experience as a Data Scientist with a wide range of customer requirements in the Army supply systems and operations. Knowledge and application of mathematics, statistical analysis, modeling/simulation, and/or other scientific principles, methods, and techniques. Functional knowledge of Army retail and wholesale logistics systems, including GCSS-A and Army Logistics Modernization Program (LMP), along with their interfaces. Comprehensive knowledge of data programming, planning, organizing, coordinating activities such as developing customer interface tools and dashboards, analyzing stockage performance, implementing corrective actions, tracking and monitoring internal and external processes. Knowledge of logistics database development and supply procedures including developing and documenting functional processing logic, programming specifications, data types and relationships, and functional testing. Broad knowledge and utilization of Oracle, TOAD, SQL, and the GCSSA Business Intelligence Suite of Tools. Proficient in Microsoft Office Suite, including Excel and Access. Functional knowledge of analytical and evaluative methods to support a wide range of customer requirements for Army tactical units and other organizations. Broad knowledge of Army, DoD, and other agency organizational structure, logistics policy, and logistics processes. Ability to identify areas of programmatic deficiency, perform analyses, and make recommendations for enhancements. Skill in preparing procedures, information papers, briefings, and reports.
