Overview The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and storm water, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Engineering Design & Construction (BEDC) currently has a portfolio of capital projects valued at $35B, and another $13.6B projected over the next 10-year commitment plan. The projects BEDC implements allows DEP as a whole to continue to operate and maintain an exemplary water supply system.

BEDC’s Special Projects Capital Program (SPCP) is responsible for the planning, design, construction management, and execution of capital projects aimed at upgrading and maintaining the city’s existing critical water and wastewater infrastructures. The upgrades help support our operating bureaus; the Bureau of Water Supply (BWS), the Bureau of Water and Sewer Operations (BWSO) and the Bureau of Wastewater Treatment (BWT). This work is essential to preserving the integrity, reliability, and quality of the water supply system, spanning DEP’s extensive network of Wastewater Resources and Recovering Facilities (WRRF) plants, dams, bridges, shafts, reservoirs, tunnels, pumping stations, ultraviolet disinfection and filtration systems, and other associated facilities across New York City and its watershed. SPCP also leads all Design-Build initiatives across all DEP Operating Bureaus, both within the City and in Upstate areas. Through this program, BEDC delivers a robust, multibillion-dollar capital portfolio that supports the development of new infrastructure and the rehabilitation of existing facilities.
