Overview
GENERAL STATEMENT OF DUTIES: At a significant level of expertise, to undertake professional special and recurring assignments involving analysis and research of complex and critical issues impacting the state budget, regulation, or policy structures including, but not limited to, forecasting revenue and budget drivers such as program growth and/or enrollment, evaluating expenditures and investments; with a significant level of latitude and independence, to assess, initiate, and interpret governmental economic factors and policy in order to perform cost-benefit analysis and research of a quantitative and qualitative nature used to develop state government policy and programs and evaluate their effect; to determine the impact of legislation proposed by the Governor and/or General Assembly; and to do related work as required.
SUPERVISION RECEIVED: Works under the direction of a superior with latitude for the exercise of initiative and independent judgment in the utilization for professional standards and techniques; work is reviewed through conferences and reports upon completion for results obtained and for conformance to law, rules and regulations, instructions, objectives and departmental policies.
SUPERVISION EXERCISED: May supervise less experienced personnel assigned to assist on a regular project basis or; ensures that work products are developed in a qualitative and timely manner.
Responsibilities
Illustrative examples of work performed, at a significant level of expertise, involving professional special and recurring assignments that analyze and research complex and critical issues affecting the state budget, regulation, or policy structures, including forecasting revenue and budget drivers and evaluating expenditures and investments.
Assess, initiate, and interpret governmental economic factors and policy to perform cost-benefit analysis and research of quantitative and qualitative nature to develop state government policy and programs and evaluate their effect.
Provide a high level of expertise in research design, analysis and data needed to examine issues, trends and program evaluations.
Assist and act in a confidential capacity to managers who formulate, determine and effectuate management policies, program structures, fiscal and budgetary funding and allocations.
Perform complex analysis of statewide multidisciplinary operational issues using econometric and other statistical methods to assess and forecast revenue and expenditure drivers and apply data analysis protocols to reach conclusions.
Interpret and apply policies, laws and regulations in performing policy analysis; identify and estimate the impact of changes in policy or legislation on existing programs or new programs.
Estimate the impact on the state budget of program and policy changes and proposed legislation; utilize research data to make recommendations to policy officials to improve programs and determine feasibility of proposed changes.
Prepare clear and concise analyses, recommendations, policy and position memos, technical reports, or other documents; present results and recommendations to policy officials to inform decisions and actions.
Develop recommendations to improve efficiency and effectiveness; engage with management to discuss proposals and implementation issues; attend meetings as required.
Do related work as required.
Required Qualifications for Appointment
KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of policy analysis, policy development, coordination, economic analysis, cost-benefit analysis and implementation; knowledge of government organizational structures and functions; knowledge of public administration, budgeting and program evaluation; understanding of outside interest groups in policy formulation; ability to analyze highly complex statistical data and apply logical analytical techniques; ability to supervise and coordinate staff; ability to establish working relationships with officials and the public; ability to prepare clear objective analyses and recommendations; ability to use statistical software for research and conclusions; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Master's Degree from a college of recognized standing with specialization in Public or Business Administration, Economics, Statistics, Public Policy, or a closely related field; and
Experience: Significant employment in a professional position performing review and analysis of policies and programs in a governmental, public affairs or business context.
Or, any combination of education and experience that is substantially equivalent to the above.
