Overview
This posting will be used to fill a full-time, permanent, Safety Sensitive position in the Bureau of Utilities in the Department of Public Works. This is limited supervisory and skilled work in the general maintenance of water lines and related facilities in the Bureaus of Utility Operations. This position will be responsible for the unidirectional flushing of water lines, fire hydrant maintenance and repair. Other duties assigned to this classification include supervisory and skilled work in the general maintenance of water and wastewater lines and related facilities of the Utility Department. In addition, responsibility for supervising and participating in the activities of water and wastewater line maintenance crews and of road and wash crews engaged in cleaning wastewater lines of the Utility Department. Work is performed with independence but according to established procedures; however, the more unusual or difficult work may be outlined by a superior. Work is subject to inspection by superior while in progress and upon completion.
Responsibilities
Supervise and participate in the activities of water line maintenance crews in the Bureau of the Utility Operations.
Perform unidirectional flushing of water lines and maintenance/repair of fire hydrants.
Supervise and participate in the maintenance of water and wastewater lines and related facilities; oversee road and wash crews engaged in cleaning wastewater lines.
Supervise and participate in emergency repairs to water lines; interpret and implement new or revised work methods and procedures; maintain work and employee records.
Use troubleshooting techniques to diagnose root causes of problems for preventive and corrective maintenance with diagnostic tools.
Monitor compliance with Federal, State, and County codes, regulations, standards, and mandates.
Supervise crews engaged in emergency repairs and unclogging of wastewater lines using washing or rodding processes.
Supervise and participate in maintenance of water or wastewater collection systems and investigate public complaints.
Conduct training for crew members on tasks and related safety operations.
Lead activities in water line maintenance and repair, including system evaluation and valve exercising programs; conduct fire flow testing.
Supervise seasonal fire hydrant painting performed by contract employees.
Schedule and oversee duties to inspect, repair, and maintain wastewater collection systems; operate power rodders to clear obstacles in lines.
Knowledge, Skills, and Abilities
Considerable knowledge of practices, materials, tools, equipment, and processes in the area of assignment.
Considerable knowledge of safe and efficient use of tools, equipment, and safety precautions.
Knowledge of maintenance and minor repair of equipment routinely used.
Ability to supervise unskilled and semi-skilled employees and appraise performance.
Ability to operate wash truck, sewer rodders, hand rods, blower, gas detector, and various small tools.
Ability to maintain effective public service with minimal interruption to public convenience.
Ability to understand and follow moderately complex oral and written instructions, grade and line stakes, and routine engineering drawings.
Ability to establish and maintain effective working relationships with superiors, subordinates, other employees, and the public.
Ability to communicate effectively, both orally and in writing.
Minimum Qualifications
Graduation from high school.
Two (2) or more years of experience in maintenance, repair, and construction of water and wastewater systems.
Six (6) or more months of lead worker experience.
A Class I water distribution operator's license as required by the State.
A valid Commercial Class B motor vehicle operator's license.
Notes
Candidates that do not possess the Class I water distribution operator's license may comply by obtaining a temporary water distribution system certificate at hire and meeting the education and experience requirement, and passing the appropriate Board examination within one year to obtain the Class I certificate.
The renewal period for the Class I water distribution system operator's certificate is three years.
Two or more years of experience in maintenance, repair, and construction of water AND wastewater systems may be substituted with up to one year of experience for a total of up to three years in the maintenance, repair, and construction of water OR wastewater systems.
This is a Safety Sensitive position and employees are subject to Controlled Dangerous Substance and Alcohol Testing.
