The Program Manager oversees the RESET Program, ensuring the delivery of effective housing stability and community reintegration services. This position provides leadership and supervision to Housing Navigators, guiding them in developing personalized housing stability plans, coordinating rental assistance, and delivering wraparound case management. The Program Manager ensures services are culturally relevant, trauma-informed, and aligned with evidence-based practices. Preference is given to candidates with Certified Alcohol and Drug Counselor (CADC) certification to provide expert guidance on Substance Use Disorder (SUD) counseling and relapse prevention. In addition, the Program Manager maintains strong partnerships with parole agents, BSCC, CDCR, local housing providers, and community-based organizations to expand access to transitional and permanent housing, reduce barriers and stigma for justice-involved individuals, and strengthen supportive service networks. The University depends upon UEC to provide services that cannot be supported with state funds. We're responsible for business enterprises on campus including, but not limited to, dining, bookstore, convenience store, and vending services. We also serve as the grantee for federal, state, and local funding for research and sponsored projects. Position Details

40 hours per week, typically 8:15 AM to 4:45 PM, Monday through Friday. Some nights and weekend work may be required. First Review Deadline:

This position will remain open until filled. Typical Activities

Under minimal supervision of the Associate Director of Operations, the Program Manager will work independently to: Program Oversight

Oversee the overall implementation and daily operations of the RESET Program. Ensure housing stability and reintegration goals are achieved in accordance with program objectives. Maintain program compliance with contractual, organizational, and regulatory requirements.

Staff Supervision and Administrative Oversight

Maintain overall administrative responsibility for the delivery of program services. Plan, direct, and coordinate all program activities to ensure alignment with program goals and contractual requirements. Hire, train, and supervise Housing Navigators and other program staff, ensuring they are equipped to deliver effective services. Manage casework functions and provide supervision, coaching, and guidance to casework staff. Develop, implement, and monitor procedures governing documentation to ensure compliance with program and funding requirements. Oversee the program budget, ensuring operational costs do not exceed available funding, and work in collaboration with the BSCC field representative on fiscal oversight. Conduct regular team meetings to review progress, provide updates, and align staff with program goals. Facilitate professional development and training opportunities to strengthen staff capacity.

Participant Services

Guide Housing Navigators in developing individualized housing stability plans. Ensure timely coordination of rental assistance and wraparound case management services. Provide direct SUD counseling and relapse prevention services to participants. Act as an escalation point for participant concerns, ensuring effective resolution.

Community Engagement and Partnerships

Build and maintain strong relationships with landlords, housing providers, service organizations, and community partners. Represent the program at community meetings, outreach events, and stakeholder collaborations.

Data Management and Reporting

Monitor participant outcomes and program performance, ensuring accurate data collection and documentation. Prepare and submit required program reports and evaluations. Utilize data to inform program improvements and ensure accountability.

Occasional travel to partner sites, trainings, or community events using personal transportation (reimbursed after the fact). Qualifications

Minimum Qualifications

Education:

Bachelor's degree in Social Work, Human Services, Psychology, or related field. Experience:

Minimum 3 years of experience in program management, case management, or housing services; at least 2 years of supervisory experience in a social service or housing setting. Other:

Strong leadership and organizational skills; excellent communication, problem-solving, and interpersonal abilities; knowledge of case management principles, community resources, and program compliance; ability to work effectively with diverse populations, including justice-involved individuals; proficiency in Microsoft Office Suite and case management software. Preferred Qualifications

Master's degree in Social Work, Human Services, or related field. 5 years of experience in program management or housing-focused services. Certified Alcohol and Drug Counselor (CADC) credential. Benefits
