Job Description: Responsible for managing, preparing, administering, and directing the control of the budget for large and/or complex programs. Performs analyses and prepares reports to ensure contracts are within negotiated parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Conducts detailed financial analysis. Interprets and implements proposal estimating, pricing and documentation requirements. Reviews and approves recommendations for financial planning and control. Monitors program adherence to approved budget. Responsibilities

Preparing detailed program team budgets and updating projections for monthly sales, operating income, and cash receipt forecasts. Maintaining timely and accurate EACs for assigned programs. Preparing variance analysis in support of program management for internal weekly and monthly reviews. Experience analyzing and reporting Earned Value Management data. Generating monthly project billings. Providing financial support to DCMA/DCAA audits. Identify and develop process improvements to streamline reporting and improve efficiency. Developing detailed, accurate manufacturing and material cost estimates. Update proposals to include actual purchase order and other cost data in preparation for negotiations. Conducting ad hoc analysis as required. Essential Functions

Subject matter expert with comprehensive knowledge of the job area and in-depth knowledge of project management. Manages large, complex project initiatives of substantial importance to the organization with minimal oversight or direction. Communicates within and outside the organization to explain and influence changes to practices, processes and approaches. Makes significant improvements in processes, systems, or products. Provides input into new products/processes and implements operational plans that have measurable impact on business or functional results. Work is guided by individual annual goals and objectives with minimal oversight. Frequently responsible for providing guidance, coaching and training to other employees across the Company within area of expertise. Frequently responsible for managing large, complex project initiatives of strategic importance to the organization, involving large cross-functional teams. Communicates with customers or vendors and with leadership regarding matters of importance to the functional or business area. May conduct briefings with leaders. Implements strategic goals established by leadership. Establishes operational plans for the job area with short-term impact on results. Qualifications

Bachelor’s Degree and minimum 9 years of prior relevant experience; Graduate Degree with at least 7 years of prior related experience; in lieu of a degree, minimum of 13 years of related experience. Basic understanding of cost accounting and FA principles. Familiarity with SAP or other ERP systems. Proficient with Microsoft Excel and other MS Office applications. Experience with Earned Value Management, IPMR CDRL submittal and an Earned Value tool (COBRA, etc.) is a plus. Active Secret Clearance. Preferred Additional Skills

Ability to handle multiple priorities and projects; self-starter who can work independently and in a team. Management by fact, risk management, and strong teamwork. Strong interpersonal and leadership skills, including the ability to interface with customers and form strong business partnerships with key program leaders. Advanced skills in Microsoft Excel, PowerPoint, and Word. Familiarity with ERP and Earned Value tools, preferably SAP and Cobra. Strong organizational skills and ability to prioritize in a dynamic environment. Strong analytical skills and problem-solving abilities; self-motivated with excellent communication skills.
