Summary Of Duties: The Project Controls Manager is responsible for developing, using and improving existing enterprise tools, systems and work processes to drive effective management control and reporting on cost, schedule and progress measurement for a high complexity project or a moderate complexity program. Individuals in this role may act as a Master Scheduler / Estimator and/or Master Risk Manager and develop project dashboards, cost and resource performance reports, change logs and risk registers in close collaboration with Executive Sponsors and Senior PMO Leaders at the portfolio or mega program level. Project Controls Managers work under minimal supervision of a senior Project leader, and lead a project or program level controls team consisting of direct and matrixed subordinate controls practitioners. Essential Functions Work with Project/Program team and leadership to build risk management strategy. Performs project controls tasks in close coordination with project management team(s) and ensures assigned scheduling and/or cost control staff do the same. Lead the Project/Program team through risk, issue, and opportunity management. Maintain master Project/Program risk register. Track potential changes, ensuring estimates of cost and schedule changes are given visibility with the executive sponsor. Integrate cost and schedule data as well as information for vendors and external entities to facilitate risk, schedule and budget performance reporting. Performs review and analysis of consultant / contractor or third-party baseline and schedule updates, including constructability, risk analysis, critical path analysis, qualitative or quantitative schedule quality assessments, and/or delay and Time Impact Analysis as required. Extends the analysis to the integrated project/program/portfolio schedule as applicable. Provides subject matter expertise to senior management on construction and/or engineering schedule management, earned value management, tools and techniques, and best industry practices. Provides advice and analyses on project delay claims or disputes. Understanding of project financial reporting, forecasting, and analysis and monitoring major capital project / program / portfolio funding and/or budget. Develop reporting mechanisms, dashboards and presentations about project performance indicators and feed this data to ensure a cohesive picture of the Project/program and/or portfolio. Drives evaluation and impact assessment of identified project risks to enable project team with applicable data for development of risk mitigation plans and contingencies. Develops and maintains Project/Program risk control tools and workflows. Partners closely with business partners to assess new and ongoing projects to determine readiness for governance stage gates. Supports Executive status review meetings, Governance and Change Control Boards. Manages Controls data via EPPM, SharePoint or any other approved EPMO systems and tools. Adheres to Amtrak Enterprise Project Management methodology. Perform change management duties as needed. Trains and mentors junior team members with schedule / risk management and project controls responsibilities on schedule / estimating / risk management policies, procedures, tools, techniques, and best practices. Perform other related duties as assigned Minimum Qualifications Bachelor's degree in Engineering, Architecture, Construction or Project Management, Business Administration, Transportation, or a related field or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. 7 or more years of relevant experience required Supervisory-level experience in large complex capital construction project scheduling, risk or cost control. Strong project management skills Ability to organize and present project portfolio reports, proposals, and other related portfolio information Super-user of SharePoint, MS Power BI/Access and Primavera/oracle PPM tools Mastery of project controls tools and work processes. Preferred Qualifications Graduate Degree Capital construction controls experience in the rail or heavy civil industry Experience implementing project control and risk software and tools Knowledge of contracts and contract administration including its assessment and implementation at each phase of the project. PMI-SP, PMI-RMP, CCP, PMP or PSP certification Work Environment Combination of office building and jobsite environment. Work in cubicle setting; stand, sit, bend, twist, use file drawers. Sit at computer to complete assignments, projects, and majority of tasks. Ability to work under pressure. Travel requirements: expectation is that this position will be on-site of active construction project (when in construction) 4-5 days per week. Communications And Interpersonal Skills Must have excellent oral and written communication skills. The salary/hourly range is $113,200-$146,664, Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
