The Director of Administration and Finance, reporting to the Assistant Dean of Administration and Finance, supports the overall management of the Daniel J. Riccio Jr. College of Engineering. This position oversees business and fiscal operations for academic, research, and outreach activities in the Dean’s Office, providing leadership, training, and supervision of departmental personnel and participating in policy development and implementation. Responsibilities
Provide advice to the Assistant Dean of A&F on current and projected status of operations in the departments. Contribute information and guidance for periodic departmental reviews. Collaborate with the Assistant Dean to develop and implement strategic plans around departmental goal achievement. Communicate initiatives to appropriate stakeholders. Provide leadership and direct supervision for all assigned staff to ensure compliance with applicable laws, policies, union contracts, and regulations. Manage the full range of fiscal activity related to the Dean’s Office budgets. Develop, assess, and administer departmental budgets, projections, and spending plans. Analyze, forecast, and negotiate funding. Make spending recommendations to support department operations and goals. Serve as a resource on fiscal matters, including policies related to new funding initiatives. Forecast revenues and expenditures for new academic programs. Ensure transactions follow internal financial policies (e.g., tax, HR, legal, federal). Develop and implement short-term and long-term funding options for strategic plans and ongoing operations. Recommend departmental policy and procedure changes to ensure compliance with applicable rules and internal controls. Oversee fiscal activity related to sponsored research, including budgets, justifications, and final grant compilation in accordance with sponsor regulations. Serve as a liaison between principal investigators, University grant offices (OPAS and OPAM), and systems to manipulate and analyze financial data for reporting and decision-making. Develop processes for monitoring and reporting account information. Oversee data analytics within the Riccio College of Engineering, including data collection, analysis, and dissemination of findings. Use data to improve data-driven decision making, optimize resource allocations, and enhance teaching and research. Liaise with on-campus offices (Provost, Dean’s, HR, Accounting, UPST, Graduate School, GAO, UAIR, IT). Serve as a resource for faculty and students with administrative problems and coordination with other University offices. Collaborate with the College Facilities Manager on renovations, refurbishing, moving, maintenance projects, inventory, and security issues. Work with Campus Planning and Space Management on space inventory surveys and renovations. Other Functions
Promote teamwork, diversity, equality, and inclusiveness. Collaborate with colleagues across the campus to support the Dean’s strategic priorities. Perform other duties as assigned in support of the college mission and goals. Minimum Qualifications
Associate's degree in Business, Accounting, or a related field with 6 years of relevant experience OR Bachelor's degree with 4 years of relevant experience OR Master's degree with 2 years of relevant experience Working knowledge of budgetary and accounting principles for federal, state, and non-state funds, particularly for sponsored research activities. Computer skills for fiscal administration, including database and spreadsheet applications. Excellent organization, interpersonal, and communication skills. Previous supervisory experience. Preferred Qualifications
Working knowledge of higher education administration policies and procedures related to fiscal administration. Physical Demands/Working Conditions
Typical office environment. Work Schedule
Monday-Friday, 37.50 hours per week. Hybrid work schedule eligible as defined by University policy. As this position falls within the Professional Staff Union, it is subject to the terms of the PSU collective bargaining agreement. Salary Information
