The Delivery System Quality & Innovation (DSQI) Unit within the Medicaid CHIP Services (MCS) Office of Quality and Program Improvement seeks a highly qualified candidate to fill the position of the DSQI Data Strategy Manager (Data Analyst V). The DSQI team develops and implements quality improvement programs, provides technical assistance to stakeholders to increase the adoption of best practices, and evaluates the effectiveness of quality programs and interventions. The DSQI Data Strategy Manager reports to the DSQI Director, works under limited supervision with extensive latitude for initiative and independent judgement, and will supervise staff. This role leads DSQIs data management and analytics strategy, including data collection, management, analysis, and visualization for DSQI initiatives such as Texas directed payment programs and the Maternal Opioid Misuse Model; manages a new Microsoft Dataverse with integrated Power Apps; and develops reporting and data collection templates using Microsoft Excel. The role provides guidance to staff responsible for data collection, data analyses and visualization, and serves as a subject matter expert on data analyses and findings. Essential Job Functions (EJFs) Strategic Planning (25%) Establish strategic direction for data management and analytics to support DSQI initiatives. Monitor progress on implementing strategy and update as needed. Consult internal and external stakeholders to identify user data needs to inform the overall data management and analytics strategy.

Data Management and Analytics (25%)

Manage DSQIs data collection, analysis, and visualization processes. Design a Microsoft Dataverse with integrated Power Apps for quality data monitoring, analysis, and evaluation. Query and analyze data using standard statistical tools, methods, and techniques, and coach staff in these processes. Make data-driven recommendations for DSQIs initiatives.

Staff Supervision (25%)

Manage day-to-day activities of two staff, set performance expectations, and provide direction and resources to produce high-quality work. Conduct regular performance evaluations, offer constructive feedback, and identify opportunities for professional growth.

Program Planning & Team Leadership (15%)

Collaborate with the DSQI management team to establish strategies, priorities, goals, and objectives. Mentor and guide DSQI team members responsible for data collection, analysis, and visualization. Stay current with federal and state Medicaid regulations relevant to current data analysis projects. Serve as a point of contact during audits and reviews, facilitating communication and providing documentation.

Communications and Stakeholder Engagement (10%)

Review and draft documents for professional quality and clarity. Draft and present to agency leadership and external stakeholders; serve as agency spokesperson for DSQI initiatives. Foster effective communication between the DSQI team and other HHSC departments.

Knowledge, Skills And Abilities (KSAs)

Knowledge of data table design and analytic methods. Knowledge of health care quality improvement metrics and sources used for performance monitoring and analysis. Knowledge of health care delivery system reform concepts, alternative payment models, or population health. Knowledge of federal and state Medicaid and CHIP programs, services, and requirements. Skill in developing data collection and reporting templates using Microsoft Excel. Skill in using Microsoft Power Platform to design data tables for monitoring and analysis. Skill in managing large datasets and conducting data analysis and visualization. Skill in project management and in critical thinking to develop creative solutions. Skill in communicating effectively in writing and orally. Skill in synthesizing complex information into concise documents and presentations. Leadership capability with professionalism, accountability, and integrity. Ability to plan, assign, motivate, and supervise others to foster continuous improvement. Ability to collaborate under pressure, negotiate, resolve conflicts, and maintain effective working relationships.

Qualifications

Initial Screening Criteria:

Work experience in health or human services data analysis, quality performance measurement, or research. Graduation from an accredited four-year college or university with relevant coursework (public health, public administration, public policy, sociology, social work, statistics, research methods). Experience in managing a business function, division, or department. A Masters degree with related coursework is preferred. Expertise with Microsoft Power Platform and Microsoft Excel is preferred.
