Lead, develop, and oversee the contract management team and function for the Fluid Systems Division. Manage and be accountable for the performance of military and commercial contracts across all Divisional programs; lead complex negotiations with major impact to division outcomes; may lead multi-divisional contract negotiations. Contribute to meeting business objectives and participate in Division-level strategic planning; participate on the Group Contracts Management Leadership Team to develop and implement strategies. Research, develop, and manage international business development activities (e.g., contract terms for non-U.S. customers and suppliers; international letters of credit); support international supplier and offset strategies and negotiations. Provide expert advice on contract terms to minimize risk; analyze and estimate potential contract liability; collaborate across divisions on negotiation strategy and alternatives. Plan, develop, and implement contract review procedures; address high-risk or complex areas such as multi-division contracts, major sub-contracts, joint ventures, and systems contracts; establish criteria for reviewing contract exceptions. Set direction for the functional team; mentor others and advocate professional development within the contracts administration/management community. Manage the division's contract management budget; oversee task planning on large contracts; provide risk management techniques and establish a division change management process. Ensure compliance with Parker export policies; provide cohesive leadership in export compliance for the division; address compliance issues with internal teams, customers, and regulatory agencies. Coordinate training and meetings to facilitate contract review; implement programs to increase cross-functional knowledge of contracting requirements and policies. Maintain relations with domestic and foreign representatives, customers, and government officials; analyze areas for improvement and coordinate responses. Qualifications

Bachelor’s degree and JD required; contracts management certification preferred. 10+ years of related experience, including 5+ years in a leadership role managing contracts of significant complexity; demonstrated leadership of multiple contracts. Thorough knowledge of contract management processes, types, regulations, and laws; knowledge of US export compliance rules and designation as an Empowered Official may be required. Ability to lead process improvements; oversee training and rollout efforts to institutionalize improvements. Proficiency in contract management concepts, tools, risk management, and negotiation; strong understanding of legal principles behind high-risk terms. Strong ability to develop and maintain relationships with customers and internal teams; deep product line and market knowledge for fielded products. Knowledge of budgeting and cost estimation, earned value techniques; ability to communicate status and recommendations clearly to customers and regulatory bodies.
