Overview
AVP - Mortgage Compliance Manager @ Dart Bank | Regulations, Financial Services The Senior Compliance Specialist is responsible for monitoring all aspects of Dart Bank’s Mortgage Division’s compliance with federal and state regulations, ensuring that all loan origination, processing, and closing activities adhere to legal guidelines, by participating in regular audits and reviews, interpreting regulatory changes, and providing training to staff to maintain compliance standards across the organization. The Senior Compliance Specialist also assists in the bank’s Community Reinvestment Act program, Fair Lending monitoring, SAFE Act compliance and HMDA compliance.
Responsibilities
Serve as subject matter expert to answer questions related to regulatory compliance including TRID, RESPA, ECOA, ATR/QM, HOEPA, and other mortgage lending rules. Research and respond to questions, provide guidance, track historical questions to identify training opportunities, and identify areas of weakness for enhancement opportunities.
Monitor Fair Lending Compliance Program to ensure the Bank remains compliant with all Fair Lending laws and regulations. Perform Fair Lending risk assessments and monitor lending portfolios for disparate treatment.
Assist in reviewing, tracking and reporting all aspects of the Community Reinvestment Act (CRA) Compliance Program. Develop and implement programs to ensure CRA objectives are met and advise on emerging CRA issues.
Track, review and respond to mortgage compliance help desk questions from staff on regulations, policies, and best practices.
Track, review and maintain comprehensive compliance policies and procedures.
Assist in loan file reviews, marketing material reviews, and internal process reviews to identify compliance issues. Participate in ongoing monitoring, testing, and reporting of the Compliance Program for Retail and Wholesale Mortgage Divisions.
Identify and assess compliance risks within the division; conduct audits and reviews to ensure adherence to standards.
Perform investor due diligence for the Mortgage Division.
Adhere to all federal and state laws and regulations, including the Bank Secrecy Act.
Support additional projects and duties as assigned.
Qualifications
6+ years of mortgage compliance experience required.
Comprehensive understanding of mortgage lending rules and regulations; ability to interpret and communicate regulatory guidance.
Strong verbal and written communication skills; experience interacting with Board members and Senior Leadership; ability to communicate effectively in writing, in person, and over the phone.
Experience developing, implementing, evaluating compliance policies, programs, procedures, internal controls, and risk assessments.
Strong project-management skills with the ability to coordinate across departments.
Ability to take initiative, prioritise tasks, and thrive in a fast-paced environment; excellent time-management and problem-solving skills.
Proficiency in Microsoft Office and LOS systems such as Encompass/Mavent; experience with HMDA submission platforms and Fair Lending analytics software; experience with Questsoft or similar tools.
Marketing/social media compliance experience is a plus; Wholesale Mortgage operations experience is a plus.
