Essential Job Functions (EJFs) Oversees and prepares objective reports, formulates strategic solutions, and advises the Section Director. Provides grant coordination and submission, budget planning and resource allocation, website maintenance, grant management, IT projects, contracts, and purchasing. Oversees development of program plans, implementation, and evaluation of performance for effectiveness and quality. Ensures compliance with state and federal regulations.
Oversees policy and legislative coordination: analyses of national/state legislation, briefs, cost estimates, implementation plans. Leads legislative initiatives and represents the agency at meetings, hearings, and conferences. Reviews investigations, audits, research, and modeling to guide recommendations to the Section Director.
Manages internal/external inquiries, including open records and legislative inquiries. Ensures intake processes, quality, and responsiveness of Section products and documents.
Supervises staff: recruitment, performance management, assignments, training, leave, and development. Acts as liaison to DSHS HHSC business support units and represents the Section Director with senior groups and committees.
Other duties include participation in disaster response/COOP and may require alternate shift patterns or locations.
Knowledge, Skills, and Abilities (KSAs) Knowledge: IMM laws, rules, regulations, policies, guidelines, practices, and recommendations; Essential Public Health Services and Core Functions; HHSC and DSHS purchasing, contracting, and procurement; leadership principles.
Skills: Strategic planning, project management, prioritization, program evaluation; budgeting, grant/contract management; executive communications; leading teams to identify improvements.
Abilities: Promote teamwork; direct and organize program activities; problem identification and solution implementation.
Registrations, Licensure, Certifications
Certified Texas Contract Manager or Certified Texas Contract Developer preferred.
Qualifications and Screening Education: Graduation from an accredited four-year college or university with a bachelor’s degree in public health, business administration, or related field preferred. Work experience may substitute education on a year-for-year basis.
Experience: Public health or state government experience; grant administration, development, coordination, and monitoring; contract administration; budget management; managing multidisciplinary staff within the past five years (required).

Salary offers follow DSHS starting salary guidelines; offers contingent on available funds.
