Support the vision, mission and guiding principles of the City; adhere to City operating procedures, benefit rules, employment, and safety policies/practices. Observe Safety, Health, and Environmental rules; use appropriate personal protective equipment as required. Assist the Director with strategizing, planning, organizing, reviewing, designing, and evaluating the department\'s operations and development, including road, bridge, facilities, parks, water, wastewater, stormwater, and other infrastructure and equipment maintenance and improvement. Assist in developing and implementing Public Services Department goals, objectives, policies, and priorities; evaluate needs and formulate short and long-term plans. Provide management and leadership; plan, assign, supervise, train, evaluate staff; delegate authority, schedule program work, set standards, approve personnel actions. Assist in directing, planning, and evaluating capital projects. Monitor department operations to ensure high standards and compliance with laws, rules, codes, regulations, and standards; study and standardize policies to improve efficiency. Establish and maintain effective public relations; respond to inquiries from internal and external customers and agencies; analyze and resolve difficult inquiries or complaints. Prepare composite reports from subordinate reports; build and maintain relationships with residents, community members, organizations, and stakeholders by participating in city events. Represent the department to the City Council and City Manager; present and recommend matters to officials and policy-making entities regarding development, planning, construction, maintenance, or operation of city roads, services and facilities. Assist in preparing and documenting budget requests; administer adopted budget in assigned areas. Determine applicable codes, regulations, and requirements for assigned projects. Oversee preparation of engineering plans and specifications, bidding, contractor competency, and selection criteria for public contracts. Oversee project management for construction of Public Services projects; ensure contractor compliance with scope, schedule, and budget. Oversee GIS asset data related to transportation, utilities, stormwater infrastructure, etc. Monitor inter-governmental actions affecting Public Services; attend and participate in relevant training opportunities. Responsible for short- and long-range planning, survey, design, and inspection of streets, parks, utilities, and contract-engineering projects. Delegates day-to-day activities but performs complex tasks requiring skill and technical knowledge. Reports to the Public Services Director for review and performance evaluation. Education and Experience

Bachelor’s Degree in Civil Engineering, Construction Management, or closely related field. 3-5 years of professional engineering experience. Special Requirements

Must possess a valid Georgia driver license or ability to obtain one prior to employment. Knowledge, Skills and Abilities

Considerable knowledge of civil engineering principles and municipal practices. Thorough knowledge of City policies, laws, and regulations affecting Public Services. Skill in operating relevant tools and equipment; ability to communicate effectively in writing and orally; ability to conduct engineering research and compile comprehensive reports.
