MWR Supervisory Recreation Specialist (Sports Program Manager) – Navy Region Southwest Fleet and Family Readiness (FFR) This position is located in the Morale, Welfare and Recreation (MWR) Department, Naval Base San Diego. MWR provides comprehensive fitness, athletic and recreational programs and activities. The incumbent is responsible for supervising, planning, scheduling, publicizing, developing, organizing, implementing, evaluating and coordinating an active year-round program of competition for all organized sports and special events. Duties

Managing the Sports Department at the Adm Prout Gym, Naval Base San Diego, responsible for the day-to-day operation and sports programming of one large indoor recreation facility and multiple outdoor sports facilities. These include two full-size basketball courts, two softball fields, two multipurpose fields for soccer and flag football, two pickleball, tennis courts and volleyball courts. These programs collectively accommodate over 5,000 patrons monthly during sport leagues. Coordinate monthly sports leagues, tournaments, individual sports, and varsity sports. Coordinate higher level sporting events (e.g., Varsity level tournaments and ALL-NAVY Sports). Plan and coordinate recurring and special events, joint community activities, and fun run programs to maximize resource use. Oversee development, administration and evaluation of sports programs, measuring success through participation rates, patron satisfaction, and facility utilization. Conduct patron surveys and evaluate results. Schedule leagues and league meetings and publicize activities via base paper, messages, marquees, PODs, banners, bulletins, mailing and phone calls to fleet and shore commands to attract participants and provide a wide range of activities. Maintain liaison with military news media for advertising; prepare bulletin boards, brochures, flyers or similar publicity material. Maintain high visibility with patrons through outreach; visit barracks, galley, workspaces, Navy Exchange, MWR facilities and other populated areas to promote events. Open/close the Athletic Complex as required and perform light daily cleaning. Ensure compliance with safety, fire and security regulations. Arrange officials and awards, award ceremonies, instructional clinics for assigned activities; review contracts with officials associations. Coordinate with other MWR program directors and facilities managers in Command Navy Region Southwest. Develop and publicize regulations for attendants and patrons to ensure efficient operation and compliance. Provide ongoing education programs to promote equipment usage by staff and patrons. Supervise training of personnel in proper equipment use (e.g., Deliberator training, CPR). Recommend plans for new construction and repair/renovation of facilities. Assist in preparing bid specifications for equipment and facility repairs. Check equipment and report damages to MWR Maintenance. Establish and develop budget requirements and obtain resources for operations, including facilities, equipment, furnishings, tools, materials and expendables. Responsible for budget development, execution, review and analysis. Manage budgets for Sports / Athletics, Aquatics and Balboa Warrior Athlete Program and conduct all Athletics procurement actions in accordance with Navy regulations. Monitor monthly/quarterly financial status and adjust as needed to meet budget controls. Submit purchase orders for supplies, parts, materials and equipment; manage property and stock records, daily activity records and time cards. Maintain inventory and address discrepancies; conduct monthly inventory to ensure accuracy. Ensure adherence to fire, safety and security rules and regulations. Administer NAVOSH, HAZMAT and MSDS programs for all assigned facilities and conduct regular inspections. Develop plans and implement strategies to ensure compliance with MWR accreditation standards. Administer Athletic and Aquatics Division personnel, including recruitment, termination, training and appraisals, for APF (GS & WG) and NAF full-time and flex employees, contractual staff, volunteers and assigned military personnel. Support and communicate EEO policies, ensure fair staffing decisions and coordinate with EEO officials in policy development. Perform other related duties as assigned. Requirements

Must meet Federal employment suitability requirements and successfully complete a background investigation (fingerprint identification and background inquiry forms). Must pass the E-Verify employment verification check; resolve any discrepancies as a condition of employment. Work requires standing, sitting, walking and lifting 50 pounds or more. Irregular hours may be required, including early shift, late shift, evenings, weekends and holidays. CPR and First Aid certification is required. Certification from a nationally recognized agency in exercise science or ability to obtain within 90 days of employment. Qualifications

Knowledge of recreation policies, principles and methodology; ability to plan, implement and manage a large and diverse recreation program; ability to plan, assign, train and supervise subordinates; knowledge of programming for leagues and tournaments, rules, regulations and conduct of various sports and events; knowledge of inventory procedures and controls; ability to market programs; knowledge of budget preparation and accounting systems; ability to make independent judgments and sound decisions; knowledge of exercise equipment types and maintenance; ability to follow oral and written instructions; ability to communicate effectively; must possess a valid Lifeguard Certificate within 90 days and a valid CPR card or obtain within 30 days; education in Recreation Management/Administration or related field desired. Education

A degree from an accredited college or university in Recreation Management/Administration or closely related field is desired. Additional information
