This is a hands-on role that will provide technical direction to team members in addition to their own development tasks. A successful candidate will have hands-on experience programming Full-Stack Java applications on the industry’s leading open-source platforms and cloud-based technologies. Mentorship of junior developers will also be a key requirement of this role. Supports applications in multiple environments with coding testing, peer reviews, documentation, defect root cause analysis, and troubleshooting as required. Maintaining code coverage, testing, and security policies and procedures is required. Available for on-call support as needed. Other duties as assigned and required by the unit operations. Must be willing to work from an HHS office designated by the hiring manager 3, or more, days per week located in Austin, TX.

Responsibilities

Oversees the proper direction for the architectural design, planning, production support, and customer services for custom software systems, existing production & development applications, and statewide and interagency interfaces. Identifies and defines ongoing enhancements required in the supporting existing applications. (35%)

Oversees the coding, testing, and debugging of programs and the preparation of test data. (20%)

Provides technical advice and assistance to management and technical staff in matters related to analysis and programming activities. Provides advanced business process expertise in analysis and design support to business process interfaces with various external agencies and service providers. (20%)

Assists in the planning, scheduling, assigning and coordinating of analysis and programming activities. This assistance includes analysis and design consultations with business analysts and the application architect to ensure the conceptual and design phases of new applications are aligned with coding standards. Assists in developing standards and procedures for programming staff. (10%)

Formulates business policies, procedures, and standards consistent with the agency standardization efforts within HHSC and provides on-going communications with agency project managers and subject matter experts to resolve issues while promoting adherence to sound development standards. (10%)

Knowledge, Skills, And Abilities

Knowledge of programming and systems analysis; computer operations procedures and systems; and programming languages.

Problem solving, critical thinking, and software development skills; ability to modify or develop programs.

Experience as a software architect or on an architecture team providing technical leadership and mentorship.

Experience leading development teams and delivering IT applications.

Knowledge of multi-tier development and building mission-critical, distributed applications.

Knowledge of SDLC phases and software design standards; familiarity with configuration management concepts.

Familiarity with accessibility standards (e.g., 508, JAWS).

Strong communication skills to work with varied staff and end users; ability to document issues and prepare reports.

Experience facilitating meetings and building consensus; ability to manage project schedules and deliverables.

Ability to code, test, and debug programs.

Qualifications

Initial Screening Criteria:

Graduation from a four-year college or university with major coursework in business, computer science, or related field. Experience in Java OOP (Core Java, JDBC, Spring Boot, Angular/React) and J2EE may substitute education on a year-for-year basis up to four years. Minimum 8 years of experience in Java OOP, designing enterprise applications, leading Java development teams, J2EE, microservices, RESTful APIs, Spring AOP, SQL/NoSQL, React/Angular, and 4 years in PowerBI. Experience with CI/CD (Jenkins, GitLab/GitHub Actions) and 3 years in Agile (Scrum); 2 years with Crystal Reports.

Preferred:

JUnit and unit test development; testing with Mockito/Selenium; Docker and Kubernetes; CI/CD tooling.
