Overview

The Broward County Board of County Commissioners is seeking qualified candidates for Information Technology Specialist-Project Manager for our E911 section. The E911 Section of the Communications and Technology Division is responsible for the implementation of lifecycle, strategic, and operational projects to enhance the overall call-handling process for over 1.3 million 911 and Text to 911 calls annually. The E911 section provides technology solutions to enhance the call processing environment and ongoing support for high availability of mission-critical systems located at six Public Safety Answering Points (PSAP). The team has key projects including Voice Recording System Refresh, Next Generation 911 (NG911), implementation of a new PSAP, Data Warehouse, Asset Inventory, voice network upgrades, and exploration of emerging technology. This position supports the transition to NG911 and the project portfolio as part of our team. General Description This project-funded position provides project management leadership over key E911 projects and assists with project activities for other 911 projects. The ITS - Project Manager will lead organizing, planning, and executing project management responsibilities primarily for software integration, consulting services, and vendor integration projects. Projects are delivered on time, within budget, and to high quality standards in alignment with customer expectations. This project-funded role is dependent on annual capital funds and will participate in all aspects of project management including procurement of hardware/software/services, project lifecycle, vendor management, contract amendments, budget management, resource management, and consulting. Note : This position does not offer a remote working option. Minimum Education and Experience Requirements

Requires a Bachelor's degree from an accredited college or university with major coursework in computer science or closely related field. One year of relevant experience may be substituted for each year of required education. Requires four (4) years of experience in systems analysis, systems design and/or applications programming relevant to the area of assignment including related project management or closely related experience. Travel between the Public Safety Answering Points (PSAP) within Broward County is required. Special Certifications and Licenses

Position requires possession and maintenance of a valid Florida E Class Driver's License. Possession of or eligibility to obtain basic CJIS Security Awareness Level 4 certification. Possession of a Project Management Professional Certification is a plus. Preferences

Masters Degree or higher in Computer Science, MIS, CIS, Business, or closely related field Experience managing cross-functional large projects IT Project management experience working with technical and end user staff on software development or software integration projects PMP, CAPM, and PgMP Extensive experience with Vendor Management Experience with executing the procurement process for hardware, software, and services Knowledge and experience with Voice, Data Networks, or Automatic Call Distribution Systems (ACD) General Responsibilities

Provides high-level technical expertise and project management direction for multiple large-scale IT initiatives, including research, analysis, design, development, and implementation of projects. Reviews County-wide IT strategic direction and recommends incorporation of emerging technologies; implements approved approaches. Reviews programming techniques and recommends IT solutions, enhancement plans, and cost-benefit analyses. Supervises professional and technical personnel in assigned teams. Plans, organizes and implements approved emerging technologies.

Administers County-wide technological specialty functions. Performs project management responsibilities for large-scale complex IT projects. Reviews system designs, development of applications, and documentation for accuracy, timeliness, and adherence to standards. Documents deployment, security, quality assurance, change controls, and compliance. Develops project plans, directs and monitors work, identifies resource needs, performs quality and risk reviews, and mitigates risks. Manages multiple E911 projects of varying complexity and serves as liaison with PSAP operations and E911 staff for training and acceptance testing related to assigned projects. Provides vendor management to ensure vendors meet project and contractual commitments. Participates in PMO meetings and process improvement updates for E911. Tracks key project milestones and adjusts plans and resources to meet deliverables. Coordinates and communicates with stakeholders at all levels; develops presentations for project updates. Maintains extensive knowledge and use of project management methodologies and tools; follows Change Management processes. Performs related work as assigned. Physical Demands
