Overview POSITION SUMMARY: Conducts timely analysis of cash flows and investments. Provides day to day administration of the cash management process. Manages the District investment program. Monitors District’s short- and long-term debt. This position reports to the Coordinating Supervisor of Finance.

Key Responsibilities

Funds Management:

Monitors daily cash and investment position. Controls cash balances on deposits to ensure maximization of investment earnings. Manages the daily banking process to ensure transactions are executed appropriately and such transactions are recorded accurately on the general ledger.

Cash Forecasting:

Prepares annual cash forecast for all funds based on Boards adopted budget; monitors interfund/intrafund transactions.

Tax Revenue:

Ensures accurate recording of taxes on the General Ledger. Monitors property tax receipts against budget and assists with revenue forecasting. Monitors sales tax receipt and track against projections.

Investments:

Monitors short-term investments. Determines the investment horizon and establishes an investment outlook. Coordinates the acquisition and disposition of investments according to the legal requirement and Board policy. Monitors the markets and investment results to ensure compliance with current investment policy. Prepares monthly investment and interest earning report for the Board of Education.

Debt Management:

Monitors debt tracking of long term-term bonds and assist with updating debt schedule; keeps abreast of arbitrage. Monitors investment income earned from bond proceeds and debt service funds. Prepares arbitrage report for federal agencies according to published regulations. Maintains cash flow projection to ensure adequate cash balance coverage of interest and principal. Coordinates payment of appropriate principal and interest. Assists with filing of continued disclosure report with appropriate entities.

Unclaimed Property Coordinator:

Evaluates accounts to determine subjectivity to the state unclaimed property act; Conducts annual review of outstanding check list and prepare ana aging schedule to determine proper holding periods; Oversees the annual filing of unclaimed property returns; Review District’s collateral months to ensure all funds on deposit are properly collateralized.

Reporting:

Prepares schedules requested by external auditors; Assist with preparation of Annual Financial Reporting; Assist with preparation of District Board Documents and Budget Documents.

All other duties:

As assigned and required, in order to perform the above services.

Key Job Requirements

Bachelor’s degree in Accounting, Business Administration, or a related field from an accredited college or university required.

Minimum of three (3) years progressive accounting experience and/or public investment, cash management, portfolio account and administration preferred preferably in a K-12 school setting, government or large organization required.

Prior experience in accounting and treasury management. Makes recommendations which affect the activities of the district. Must have knowledge of generally accepted accounting principles. Must have knowledge of cash budgeting, cash forecasting and ability to manage fixed income investment portfolio. Must be able to successfully manage multiple tasks, projects.

Certified Treasury Professional preferred.

Must have the ability to apply critical thinking skills in rendering solutions to various issues.

Requires regular, frequent contact with internal and external personnel of influence and decision-making responsibility to discuss issues of moderate importance; requires continuing contact with officials at higher levels. Excellent interpersonal skills are required for working with inter-organizational teams.

Normal office setting.

May require travel for off-site training locations and school site visits.

Light duty - On most occasions sitting at a desk or table; intermittently sitting, standing, or stooping. Light lifting or carrying 20 lbs. or less.

This is a grade 26, 225 day position.
