Job Description: Programme Consultant - South Africa
UNICEF works in over 190 countries and territories to save children’s lives, defend their rights, and help them fulfill their potential. We are seeking a Programme Consultant to support the delivery of our Early Childhood Care and Education (ECCE) Outcomes Fund in South Africa. Purpose of Activity/Assignment : Provide technical support to the Education Outcomes Fund (EOF) for the delivery of the ECCE Outcomes Fund in South Africa. The Programme Consultant will support EOF's team with engagements with implementing partners, provide support to solve implementation challenges, and ensure smooth technical and operational delivery. Scope of Work : The consultant will support EOF’s team in relation to its ECCE outcomes fund in South Africa, which is expected to launch in November 2025 and continue implementing until December 2028. Key Responsibilities : Support project implementation and delivery oversight, maintain timelines, identify risks and mitigation strategies, and escalate issues as needed. Support the preparation and delivery of quarterly programme governance meetings, including coordinating logistics, compiling inputs from partners, and drafting pre-reading packs. Deliverables : The consultant will be required to produce various deliverables, including quarterly milestone tracking reports, updates to risk register, summary performance reports, governance meeting support packs, bi-monthly grantee update logs, and technical guidance notes. Requirements : A university degree in International Development, Public Policy, Education, Business, Economics, Political Science, Finance, or a related field is required. At least 5 years of relevant professional experience in project management and delivery is necessary. Experience with stakeholder engagement and stakeholder management, ideally in the education sector in South Africa, is desirable. What We Offer : A competitive compensation package, including a financial proposal that will include costs per deliverable and total lump-sum for the assignment. Travel costs and daily subsistence allowance will be covered by UNICEF.
