Raytheon is seeking a Material Program Manager (MPM) to support the National, Strategic & Civil Solutions (NSCS) SSBU within the MSP (Mission Solutions & Payloads) portfolio in the Air & Space Defense Systems strategic business unit. This position is responsible for the coordination and execution of all material strategies and plans in support of program execution. The MPM must be a self-starter, capable of achieving organizational and program objectives, and able to successfully interface with all levels of internal management, including supplier management. This position requires an individual who is experienced at exerting influence and impacting the overall objectives and long-range goals of the program and the program IPT team. Responsibilities
Create, manage and execute material program strategy (MPS) and the material program plan (MPP). Advise the Supply Chain Management Lead as well as the Program Management Office on material strategies, plans and supplier risk mitigation activities. Provide Supply Chain support for Gates 0-11 activities and ensure IPDP compliance for the programs and tailoring when applicable. Take ownership of the supplier management process including supplier performance, Supply Chain metrics, international issues, Make/Buy Where strategy, strategic agreements, and communication of customer flow through requirements such as FAR/DFARS, ITAR, offset, public law, quality, warranty, etc. Support supply chain proposal activities including pricing and bases of estimates that support price-to-win (PTW) targets. Develop and execute risk/opportunity plans to meet program objectives. Identify and develop opportunities for small business participation. Work closely with Engineering, Mission Assurance, and Operations to create a common schedule based on Material Requirements Planning (MRP). Monitor and proactively act to address performance and financial metrics including those related to cost, schedule, quality and EVM. Be responsible for financial tasks related to material including tracking budgets, targets, initiating & maintaining accurate sales forecasts, short-range outlooks (SRO), material EACs, sales and operating plans and Annual Operating Plans (AOP); establish material sales forecasts. Support the development and execution of risk/opportunity plans to meet program objectives. Monitor performance metrics and proactively act to address program and functional issues. Flow down program requirements and supplier management best practices to suppliers which include risk mitigation and subcontract management plans. Domestic travel is required. Balance strategic thinking with tactical application of strategies to programs. Qualifications
The ideal candidate will have: Minimum of 8 years of experience in supply chain, finance, operations, project management, and/or program management role. Active and transferrable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Typically requires a university degree or equivalent experience and minimum 8 years prior relevant experience, or an advanced degree in a related field and a minimum of 5 years experience. Preferred Qualifications
Supply chain experience in the Aerospace or Defense industry. Experience with government regulations (ie FAR/DFAR, ITAR/EAR, TINA, etc). Experience with program start up in a development environment.
