Person specification Essential and Desirable Qualifications and Skills

Personal attributes: The ability to co-operate and work as part of a team.

Languages: Strong communication skills in Welsh and English; ability to present information and discuss general day to day topics in both languages.

Qualifications and training – Essential: A sound educational background; Level 2 or equivalent qualification. The successful applicant is expected to complete the qualification/training for Governors\' Clerks within one year of the appointment date. Desirable: A recognized qualification or previous experience in administration; previous attendance at governor training courses.

Relevant experience – Essential: Previous experience of taking minutes at meetings for committees, societies or clubs. Desirable: Awareness of the School Governance field; experience of working effectively with others at all levels.

Skills and specialist knowledge – Essential: Strong communication skills in Welsh and English; ability to communicate effectively. Desirable: Knowledge of the organization of School Governing Bodies; experience of using Microsoft Office software and the internet.

Language requirements – Essential: Listening and Speaking – Higher Level; Reading and Understanding – Higher Level; Writing – Higher Level. Able to follow discussions in Welsh and English and prepare presentations in both languages.

Job Description Purpose of the post

Provide clerical support to the School Governing Board and administer the work of the governing body in accordance with authority guidelines, working with the Chair of Governors and the Head Teacher.

Ensure that the people of Gwynedd are at the heart of everything we do.

Responsibilities and main duties

Collaborate with the Chairperson and Head Teacher on agenda content for meetings, providing background papers five working days prior to the meeting.

Prepare and send the agenda to Governing Body members five working days prior to the meeting.

Check with the Chairperson any matters acted upon between meetings that need to be reported to the Governing Body.

Attend meetings of the full Governing Body and statutory sub-committees; take minutes (up to 6 meetings annually). The Clerk may claim payment for additional meetings and for meetings that run over two hours.

Ensure the Governing Body holds at least one full meeting per term and arrange a formal Governor and Parents Meeting if required following a parent petition.

Arrange statutory sub-committees as required for additional payment if six meetings have taken place.

Set meeting dates in advance and inform the Local Authority (LA).

Draft and finalise minutes; distribute to Chairperson, Head Teacher, all Governing Body members, and the LA.

Record Governors\' attendance and address potential disqualification due to non-attendance; maintain records of term of office and resignations; communicate with the LA as needed.

Correspond on behalf of the Governing Body as required; maintain orderly minutes and documents related to the Governing Body.

Assist the Chair and Governing Body to prepare an Annual Report to Parents; attend Formal Governor and Parents Meetings if required.

Support the Governing Body in providing evidence for Quality Awards; attend courses for Governors\' clerks and distribute training information to governors.

Maintain current records of governors who must attend mandatory training; notify any governor at risk of disqualification due to non-attendance of a mandatory course.

Ensure Governors\' CRB certificates are current and Declaration of Interest forms are completed annually.

Ensure compliance with Health and Safety, equal opportunities, data protection, and information management guidelines; support the Council\'s Carbon Management Plan.

Undertake any other reasonable duties commensurate with salary and responsibility; report concerns regarding the welfare of a child or vulnerable adult as required.

Special circumstances

Required to work unsociable hours as Governing Body meetings are mainly in the evening.

Minimum of six meetings annually; additional meetings may incur overtime or extra payment.

Governing Body meetings longer than two hours may incur overtime for the Clerk.

GOVERNOR CLERK HOURS (GS4) PRIMARY: Preparation before meeting (approx. 3 hrs per meeting); preparation of minutes and correspondence (approx. 7.5 hrs per meeting); meeting duration (2 hrs); total approx. 12.5 hrs per meeting; six meetings = 75 hrs per annum; additional administration and training hours apply; overall approx. 84.5 hrs per annum. Note: 6 Governor meetings annually; if meetings exceed 2 hours, overtime may be claimed. If sub-panels or more than 6 meetings are required, overtime may be claimed.
