Wenatchee Valley College (WVC) invites applications for a transparent, collaborative, and solution-oriented leader to serve as vice president of administrative services. This executive-level role functions as the college’s chief financial and operations officer, with broad responsibility for strengthening the institution’s financial health and operational sustainability. As a member of the president’s cabinet, the vice president will work closely with faculty, staff, and administrators to support high-quality teaching and learning; enhance student services, promote a culture of continuous improvement; and ensure that financial, administrative, and operational functions align with WVC’s mission and strategic goals. The vice president oversees several critical areas, including finance and budgeting, payroll, facilities management and capital construction, information technology, campus safety, security and auxiliary services. Key responsibilities include overseeing the development and management of the college’s budget, ensuring fiscal integrity and accountability, and optimizing resource allocation. This role also involves overseeing the maintenance and improvement of campus facilities, ensuring they meet the needs of students, faculty, and staff.

Additionally, the vice president of administrative services will be instrumental in driving technology initiatives that support the college’s strategic goals and enhance the overall student, employee, and community stakeholders experience. Collaboration with other senior leaders is essential to support academic and student services, foster a culture of continuous improvement, and align administrative functions with institutional priorities. Ideal Candidate Profile

The ideal candidate will possess demonstrated expertise in financial management, accounting, strategic planning, capital project oversight, inventory and asset control, and organizational leadership. They must exhibit exceptional communication and interpersonal skills to engage effectively with faculty and staff, campus administrators, board of trustees, and external stakeholders. The vice president will be a strategic thinker, collaborative problem-solver, and proactive leader, committed to transparency, accountability, and operational excellence. The incumbent will foster a vibrant, inclusive, and welcoming student-centered learning environment while advancing the College’s mission, priorities, and long-term goals. Responsibilities

Serve as treasurer to the board of trustees, providing strategic guidance and reports on tuition, fees, budgeting, capital projects and institutional policy development. Oversee the development, revision, and integration of institutional policies in collaboration with the cabinet, Collaborative Oversight Committee, president and the board of trustees. Provide timely, data-informed insights to the President, Budget Committee, and board on financial matters, emerging challenges and potential solutions. Develop and maintain systems of accountability, continuous improvement, and financial assessment, with a focus on strategic insight, risk management and operational efficiency. Ensure clear, consistent, and accessible communication and documentation of administrative policies and changes across the college community. Set administrative goals and strategies to align operations with institutional priorities, and continuously seek ways to enhance accessibility, understanding and appropriate interpretation. Oversee financial and business services, including facilities, IT, payroll, auxiliary services, budget planning, parking, facility rentals, security, contracts and public-private partnerships. Manage institutional financial obligations, enhance the district’s solvency, financial health and operations while building college reserves. Lead short- and long-term financial forecasting and identify innovative or alternative revenue streams. Cultivate and maintain relationships and strategic partnerships with business, community, education and government stakeholders. Advocate for institutional priorities with external stakeholders and represent WVC at community and regional events. Ensure financial visibility and transparency to support informed decision-making by the college, cabinet, president, and the board of trustees. Facilitate collaborative budget planning and implementation through campus-wide input and shared governance. Lead all phases of capital projects, from initial planning through execution. Support the long-term maintenance, development, and sustainability of campus facilities and infrastructure. Implement comprehensive safety and security protocols to foster a safe and welcoming campus environment. Represent WVC on the SBCTC Business Affairs Commission. Bachelor\'s degree in finance, accounting, business administration or a related field. Experience working in higher education. Five years of progressively responsible experience in finance, modeling and accounting/management. Five years of experience with fund accounting, financial reporting standards, and accrual-based accounting, including conducting complex financial analysis. Ability to educate and develop a zero-based accounting budget within a shared governance organizational structure. Five years of supervisory experience, including performance evaluation, team leadership, and collaboration with diverse stakeholders. Capital project management or oversight experience, including planning and execution. Proven commitment to transparent financial communication, responsible stewardship, and fiscal education within a governmental setting, ideally in a college or university environment. Note:

Masters or doctorate degree in finance, business administration, higher education, or a related field. CPA licensure. Understanding of community college funding structures and state-level reporting. Experience working within the Washington State Community and Technical College (CTC) system. Demonstrated success in developing and executing financial strategies that align with and advance institutional goals. Experience leading clean external audits with minimal or no management letters or findings. Knowledge of governmental accounting and compliance standards. Ability to think strategically, identify new opportunities and initiatives aligned with the district’s priorities. Strong presentation skills with the ability to clearly communicate financial concepts, budgets, revenue forecasts, expenditures, reserves, and investments to non-financial audiences. Experience supporting accreditation reporting (e.g., NWCCU). Forward-thinking leader with the ability to assess and improve financial practices using data-driven decision-making. Experience creating digital content (such as Word/PDF documents and web and learning management system content as appropriate to the role) in accessible formats. Bilingual in Spanish and English. Financial principles and Governmental Accounting Standards Board (GASB) related to higher education. Budget development, fiscal analysis, and cost/benefit methodologies. Best practices in managing facilities, IT, payroll, auxiliary services and business services. Systems of accountability, quality assurance, financial forecasting, risk management, inventory controls and operational efficiency. Strategic and operational planning. ctcLink (PeopleSoft) functionalities related to budgeting, payroll, student services and reporting. NWCCU accreditation standards and compliance processes. Prepare comprehensive financial reports and manage complex budgets. Lead finance staff, oversee cash flow, budget practices, fund transfers and student billing. Exercise leadership, communication, and decision-making abilities to promote a culture of fiscal stewardship and accountability. Design systems for internal controls, accountability and continuous improvement. Support shared governance and inclusive budget development processes. This is a full-time, twelve-month, administrative exempt position contracted on an annual basis. The starting salary hiring range for this position is $150,000 to $173.644. Individual placement within the hiring range is based on the candidate\'s current experience, education, skills, and abilities related to the position. The salary will be prorated to reflect the actual number of contract days worked in the remainder of the fiscal year. Your paycheck is just part of the total compensation package. Normal work hours are Monday through Friday, 8:00 a.m.-5 p.m. (1 hour lunch). Work is performed on campus in an indoor office setting with frequent in-person interactions. It is essential to be able to remain at a desk/computer workstation for prolonged periods of time, perform extensive data entry and other computer-related tasks and create/maintain filing systems for departmental records. Some evening or weekend work and/or occasional travel may be required. Regular and consistent attendance required. Conditions of Employment
