Overview Provides subject matter expertise for all aspects of the DoD and AF acquisition process areas of interest, acquisition planning and technology assessment supporting various equipment and weapons systems. Incorporates those facets into capability development planning, rapid prototyping, rapid fielding and other acquisition programs or activities including those conducted with non-traditional contractors.
Principal Duties And Responsibilities
Performs capabilities integration and planning, participate in Capability Collaboration Teams (CCTs) or IPTs, analyze problems, define alternative solutions, provide recommendations and write reports in support of capability development planning, rapid prototyping, rapid fielding and other acquisition programs or activities.
Provides expert analytical and planning support to special projects executed by the division including but not limited to Rapid Innovation Fund (RIF) initiatives, Advanced Technology Demonstrations (ATDs), Small Business Innovative Research (SBIR) contracts and other miscellaneous projects requiring a structured approach.
Create and maintain various documents, spreadsheets and presentations in a manner consistent with policies and directives issued by DoD, AF, AFMC, AFLCMC, Wright-Patterson AFB and other Government entities. This includes compliance with such documents as military specifications and standards.
Demonstrate the ability and experience to write, review, edit, update and otherwise maintain related program and technical documentation related to the assigned mission area.
Review CDRL submissions and provide analysis including program status, funds status, risk concerns and submission quality.
Assist the Government staff with the execution of various assigned project and program management as well as administrative management activities, including but not limited to, the creation, editing, maintenance or distribution of project or program documentation, participation in project or program meetings and complying with reporting requirements.
Support organizational actions during the creation, testing and execution of the COOP and other emergency plans including readiness exercises executed at the direction of the 88th Air Base Wing, AFLCMC or AFMC Commanders or Mobility and Training Aircraft Directorate leadership.
Support the following technology transition-related activities:
Development planning process and efforts;
Formal and informal requirements generation processes;
Technology transition planning;
SBIR program and process;
RIF program and process;
Systems engineering concepts and practices including determining early systems engineering efforts that can be used pre-program to streamline transition execution;
Conducting analyses including evaluation, validation and reporting;
Pre-acquisition and acquisition strategy planning and implementation;
Development of pre- and post-award documentation;
Milestone planning, tracking, scheduling, briefing preparation, staff coordination and decision documentation preparation, and implementing weapon system contractor performance status systems;
Developing and integrating risk management plans and strategies;
Determining program progress and effectively communicating recommendations orally and in writing to higher organizational management;
Beginning pre-milestone planning activities in support for emerging initiatives;
Exploring initial specification requirements based on specific platform solutions;
Identifying integration risks based on aircraft architecture;
Facilitating collaborative efforts among multiple transition agents;
Supporting ATD criteria and development;
Assisting major air commands as needed with preparation and post work relating to the Air Force Requirements Oversight Council (AFROC);
Coordinating potential technical solutions across multiple platforms with multiple modification timeframes;
Identifying technologies available for near-term implementations vs. far-term projects;
Scoping initial weapon system contractor SOW tasks, and;
Drafting, reviewing or providing analysis of CONOPS documents.
