Program Associate

This role supports the implementation of residential decarbonization and load flexibility programs. The Program Associate serves as a subject matter expert on assigned programs, interfaces with regional stakeholders and residents, and communicates technical concepts in accessible terms. Responsibilities include processing applications and invoices and compiling and reporting program data. Under direction and with support from senior staff, this role may oversee multiple aspects of program development, delivery, and management, and contribute to goal setting, budget development/management, process development, program marketing and enrollment, regulatory reporting (if necessary), and stakeholder engagement. Potential coordination with consultants and collaboration with internal project teams. Reports to the Senior Program Manager.
Our Organization
Community Power is a community-driven, not-for-profit public agency providing cleaner energy to the San Diego region. Formed in 2019, Community Power is the second largest Community Choice Aggregator (CCA) in California, serving nearly 1 million customer accounts across its member agencies and unincorporated areas of San Diego County.
Essential Duties and Primary Responsibilities With support from senior staff, serve as a liaison with regional agencies and organizations regarding decarbonization and load flexibility program offerings, and serve as a subject matter expert.
With oversight from senior staff, develop standard operating procedures, review and process programmatic applications, process incentive payments, review, process, and prepare invoices, and seek opportunities for efficiencies and improvements.
Lead the coordination, management, and implementation of customer-facing programs by working with Community Power staff, the CAC, consultants, stakeholders, and other partner agencies.
Lead aspects of project planning and scoping including budgeting, procurement, staffing, scheduling, and metrics development.
Develop and conduct requests for proposals, negotiate, implement, and manage contracts.
Coordinate independently with industry, consultants, customers and other stakeholders involved in program delivery and implementation.
In coordination with the Public Affairs team, lead program-related industry and community outreach and education initiatives, including presentations and event logistics.
Assist in data collection, organization, and analysis; prepare progress reports and communicate updates to senior staff.
Collaborate with Data Analytics to create business intelligence and programmatic tracking reports and dashboards.
Define problem areas and evaluate, recommend, and implement alternative solutions to complex issues.
Monitor program progress relative to goals and recommend improvements in delivery.
Field calls from the public and industry to answer program-specific questions or refer to appropriate staff.
Research potential funding opportunities and evaluate applicability and requirements, making recommendations to senior staff.
Work with procurement staff on drafting and releasing solicitations for goods/services.
Assist in drafting staff reports and presentations for Board and Committee meetings.
Perform other related duties and responsibilities as required.
Knowledge, Skills, and Abilities
Minimum Knowledge of decarbonization, demand response, and load flexibility strategies and related programs to reach goals.
Technical aptitude or willingness to develop expertise in decarbonization and load flexibility.
Experience supporting program implementation in energy efficiency, building decarbonization, demand response, transportation electrification, or demand management.
Strong commitment to sustainability and mission-driven work; commitment to diversity, equity, and inclusion.
Understanding of environmental justice and equity principles; familiarity with the Community Choice Aggregator model.
Ability to establish effective working relationships with customers, local businesses, community groups, consultants, stakeholders, officials, and agencies.
Positive, collaborative team member who can work with diverse teams and communities; strong organizational and self-management skills.
Ability to communicate clearly in writing and presentation; capable of handling critical feedback constructively.
Strong critical thinking and problem-solving skills; ability to work with ambiguity and propose solutions.

Preferred 2-3 years of experience in relevant program implementation areas.
1-2 years of experience at a CCA, IOU, public utility, or public agency.
Ability to represent the organization in professional engagements from local to national levels.
Proficiency in Spanish and English preferred for verbal communication.
Qualifications, Experience, and Abilities
Any combination of education and experience that provides the listed knowledge and abilities. A typical path includes: A bachelor’s degree in environmental studies, energy management, climate change, or related field, and one of the following:
1-2 years of direct work experience with an electric utility or a CCA.
2-3 years of progressive responsibility in energy program administration or implementation.
Two (2) additional years of professional experience may substitute for a degree. An advanced graduate degree may substitute for one year of required experience.
Work Environment and Conditions
Prolonged periods of sitting at a desk and working on a computer; occasional carrying, lifting, and moving objects up to 25 pounds; occasional local travel. Reliable transportation to attend Community Power events and meetings is expected. Community Power requires employees to be fully vaccinated for COVID-19, with exemptions considered for medical or religious reasons in accordance with governing laws. Employees may be required to file conflict-of-interest forms as per the COI code.
Compensation and Benefits
Compensation: Salary range $84,900 - $110,400, with exact compensation determined by experience. Benefits include a standard package: health (100% paid for eligible employees and dependents), life/AD&D policy, STD/LTD, retirement plan with 457(b) and employer contributions, paid time off, holidays, and sick leave. California Pay Range: $84,900—$110,400 USD. Note: This job description may be amended at Community Power’s discretion.
