Overview

Parsons is seeking a talented Project Controls Manager to join our team on the premier infrastructure program in the country. This role offers the opportunity to work on a high-impact program delivering rail investments to improve commuter and intercity services, resiliency, and capacity between Newark, NJ and New York City. Program background

The Gateway Program is the most urgent infrastructure program in the country, with rail investments to enhance services and capacity between Newark, New Jersey and New York City. The first phase includes the Hudson Tunnel Project (HTP), featuring a new two-track tunnel under the Hudson River and rehabilitation of the existing North River Tunnel. The Gateway Development Commission (GDC) finances and develops the HTP. MPAs Delivery Partners (DP) with Parsons, Arcadis, and Mace provide advisory services, project management, design/construction management, stakeholder coordination, federal compliance, operations support, and related services under a 15-year master service contract. Position overview

Develops, manages, and executes all phases of the project controls effort (mainly cost management and reporting). Typically manages large-sized projects. The incumbent uses broad knowledge of project controls and extensive experience with various types of projects and clients. Responsibilities

Lead the cost management and reporting functions on a large construction development program. Provide guidance and specialized assistance to resolve difficult and complex project control problems. Interface with clients, attend regular meetings, and provide statistical reports. Manage a team of Project Control Engineers/Specialists who analyze, evaluate, and forecast project costs and performance against the schedule with milestones. Assess impacts of design/construction changes and schedule slippages. Oversee the development and maintenance of a reporting system showing cost plans and schedules; keep project and company management informed. Recommend and oversee customization of project control reporting systems to meet project requirements. Create statistical and cost reports for management on a recurring or ad hoc basis. May be required to make formal or informal presentations. Perform other responsibilities as appropriate. Education/Experience

Bachelor's degree in Engineering or Construction Management (or related field) 15-20+ years of related experience, including supervisory/managerial experience Strong cost management and reporting background required Skills/Competencies

Basic engineering knowledge in electrical, mechanical, civil, or related fields Proficiency with Project Controls Software and Microsoft Office Suite Proven ability to perform in supervisory capacity Thorough knowledge of industry practices Security clearance
