Overview

Finance Procurement Director role at Inside Higher Ed (Lehman College, CUNY). Lead procurement activities including sourcing, purchasing and contracting of goods and services to support the college’s operations, with a focus on compliance and efficiency. Responsibilities

Oversees all tax levy and non-tax levy purchases, including developing bid specifications and advertising in the NYS Contract Reporter. Negotiates contracts with vendors based on price and product specifications using methods such as Invitations for Bids (IFBs), Requests for Proposals (RFPs), Requests for Qualifications (RFQs), and Expressions of Interest. Prepares, analyzes and oversees evaluation and award processes for IFBs, RFIs, RFPs, etc. Acts as liaison with internal and external stakeholders, including academic and operational departments, the University’s Office of General Counsel, the CUNY Central Office of Procurement, and state and governmental agencies as required. Participates in strategic planning, develops performance metrics, assesses outcomes, and recommends improvements to resource allocation and operational efficiency. Develops and implements internal policies and training for CUNYFirst, CUNYBUY, NYS Financial System and other tools to support e-Procurement initiatives. Responsible for the College’s P-card, T-card and MWBE programs. Oversees the operations of the College’s Central Stores/Mailroom and Printshop. Directs purchasing and contracting operations in alignment with CUNY and NYC procurement regulations. Qualifications

Bachelor's Degree and eight years of related experience required. The following qualifications are preferred: Master’s Degree in Finance or related field Knowledge of NY State, CUNY and City procurement policies Knowledge of ERP systems (preferably PeopleSoft) and the State Financial System Effective leadership capabilities and collaborative work style Strong analytical, supervisory and communication skills CUNY Title Overview

Directs a College's purchasing and contracting operations including staff supervision and legal compliance. Oversees procurement of all goods and services for the College within CUNY/ NYC regulations. Represents the College on purchasing and contract matters during bidding, selection, negotiation and contract processes. Manages purchasing office staff to ensure activities comply with guidelines and regulations. Manages the Board Resolution process for contracts and purchases exceeding mandated amounts. Liaises with College, University and governmental representatives. Provides reports to executive administration on department operations as required. Performs related duties as assigned. $102,485 - $141,086; Salary commensurate with education and experience. CUNY is implementing salary schedule increases with annual adjustments per the PSC-CUNY agreement. How to apply
