Think Tank Inc. The Marine Development Analyst will support the Northeast Fisheries Science Center (NEFSC) by providing scientific and technical expertise related to the coexistence of fisheries and offshore development. The analyst will contribute to regional-scale ecosystem research and monitoring, evaluate the impacts of marine development activities—such as offshore wind—on NOAA's surveys and stock assessments, and support collaborative initiatives with the Greater Atlantic Regional Fisheries Office (GARFO) and other partners. The analyst will play a key role in formulating data-driven recommendations for mitigating development impacts on NOAA trust resources and operations.
Responsibilities
Conduct technical reviews of regulatory documents.
Analyze spatial and temporal fisheries data, develop statistical survey designs, and perform impact assessments on marine ecosystems and fisheries operations.
Prepare manuscripts, technical reports, and presentations; contribute to committee and working group activities; and support integration of new observation systems.
Support scientific needs related to the co-existence of fisheries and offshore development and provide scientific support to NEFSC and GARFO.
Advance regional collaborative ecosystem-scale research and monitoring programs; analyze effects and impacts of proposed developments at regional scales (including impacts on NOAA\'s surveys and stock assessments).
Conduct technical reviews of project-specific regulatory submissions and participate in scientific committees of emerging regional fisheries and marine development efforts.
Develop and evaluate new statistical survey designs, survey methods for sampling and modeling fish populations, and integrate new methods with existing approaches to support stock assessment.
Develop manuscripts for publication, technical memorandums, and presentation materials; contribute to seagoing research and monitoring as needed.
Identify, develop, maintain, and update GIS datasets, databases, and metadata; perform QA/QC on GIS data; add metadata to data systems to ensure data are Findable, Accessible, Interoperable, and Reusable (FAIR).
Requirements
Advanced Degree (Masters or PhD) in a field directly related to the task requirements.
Minimum of 14 years of experience in the field.
Expert knowledge of theories, principles, and methods in fisheries/marine ecosystem sciences with experience directing an advanced program.
Experience in statistical applications in fisheries research, survey design/methods, impact assessment, and modeling.
Expert knowledge and experience in advancing observation systems development and modeling approaches.
Expert knowledge of active acoustics theory, principles, methods, and implementation (e.g., echosounding and ADCP data).
Current MS Office skills; PHP, PL/SQL, R, ArcGIS, and/or other programming languages.
Experience working with Oracle database systems.
US Citizenship Required.
