Business/Proposal Development Manager
to drive growth in government and aerospace sectors. The ideal candidate will leverage extensive industry background to identify opportunities, develop winning proposals, and foster strategic partnerships, particularly with the Department of Defense (DoD) and NASA. This role requires a blend of business acumen, technical expertise, and strong communication skills in a remote environment. Location:

$175,000.00/yr - $250,000.00/yr Responsibilities
Lead the end-to-end proposal development process, including opportunity identification, capture, strategy formulation, content creation, and submission for DoD, NASA, and related government contracts. Collaborate with cross-functional teams (engineering, operations, finance) to craft technical solutions that align with customer requirements and demonstrate Metis capabilities. Conduct market research and competitive analysis to inform business development strategies and proposal positioning. Build and maintain relationships with key stakeholders, including government agencies, industry partners, and internal teams. Provide technical input during proposal phases, translating engineering concepts into compelling narratives for non-technical audiences. Manage proposal timelines, budgets, and resources to ensure high-quality, compliant submissions. Represent Metis at industry events, conferences, and customer meetings to network and gather intelligence. Track and report on business development metrics, pipeline status, and win/loss analyses. Ensure all proposals adhere to federal regulations (e.g., FAR/DFARS) and Metis quality standards. Qualifications
Bachelor's degree in Engineering, Aerospace Engineering, or related technical field; advanced degree (e.g., Master’s in Engineering or MBA) preferred. Minimum of 15 years of professional experience in business development, proposal management, or related roles within defense, aerospace, or government contracting. Demonstrated experience with DoD and NASA contracts, including familiarity with solicitation processes, compliance requirements, and technical evaluations. Strong engineering background with hands-on experience in technical solutioning for proposals; ideally in aviation, aerospace systems, or related technologies. Proven track record of developing and winning proposals valued at $100M+. Experience with MAC IDIQ TO proposals (e.g., OASIS+, eFAST, Seaport NextGen). Excellent written and verbal communication skills; ability to articulate complex technical ideas clearly and persuasively. Proficiency in proposal tools and software (e.g., Microsoft Office Suite, Adobe Acrobat, AI, TEAMS, SharePoint, or similar). Ability to work independently in a remote setting while maintaining effective virtual collaboration. Willingness to travel up to 25% to industry events, customer sites, or Metis HQ. U.S. citizenship required; eligibility for security clearance (Secret or higher) may be a requirement. Preferred Skills and Experience
Certification in proposal management (e.g., APMP Foundation or Practitioner, Shipley training). Experience in aviation-specific domains (e.g., UAS, aircraft design, avionics). Familiarity with agile methodologies for proposal development. Strong network within DoD and NASA ecosystems. Experience with CRM systems (e.g., GovWin) for tracking opportunities.
