OBO seeks an experienced contract compliance professional, with proven experience as a change agent, to provide strategic direction and leadership for its Contract Compliance Division which is responsible for setting MWSBE and DBE contract goals and for the performance of all compliance functions including MWSBE, prevailing wage and equal employment opportunity compliance on relevant City contracts. Responsibilities
Ensures City contracts are effectively and efficiently monitored using industry best practices and tools. Directs and supervises the work of compliance specialists. Works with Division Manager to enhance, maintain, and enforce division policies and procedures, standard operating procedures for compliance monitoring and enforcement, and training materials. Analyzes projects for final close out, ensuring all internal and external processes and standard operating procedures have been followed throughout project life cycle. Proactively analyzes and reports investigative findings on City projects. Audits all functions of the compliance division monthly to determine if all standard operating procedures are being followed and make any recommendations regarding trending or adjustments. Benchmarks OBO’s current contract compliance practices in comparison to industry standards and best practices. Provides recommendations to Division Manager regarding governing Ordinance, program or policy changes. Represents the Division Manager at inter- and intra-departmental meetings and conferences, as requested, to provide information about division programs and services. Requirements
EDUCATION REQUIREMENTS Requires a Bachelor’s Degree in Business Administration, Public Administration, Liberal Arts or a related field. EXPERIENCE REQUIREMENTS Four years of responsible administrative experience, preferably in MWBE in certification, are required. Preferences
Adapts well to change and is able to pivot to respond to shifting priorities. Ability to work productively, always projecting a positive outlook. Experience managing a team. Superior customer service skills. Excellent problem solving and analytical skills, with an ability to gather and synthesize information for reporting purposes. Considerable skill in oral and written communications, with the ability to analyze complex information succinctly for reporting purposes and varying audiences. Excellent interpersonal skills, including relationship building and “roll-up the sleeves” type of collaboration within a diverse, cross-functional team. Good judgment and an ability to make recommendations to leadership and defend your position while working with subjective information. Understanding of federal, state, and local government contracts and procurement process. Written and oral fluency in Spanish.
