Description
Applied Research Solutions is seeking a full-time Logistics Manager, located at Wright Patterson Air Force Base, OH. The F-15 Division is responsible for management and professional services, engineering and technical services, and studies, analyses and evaluations to accomplish the unit’s mission to design, develop, integrate, test, produce, deploy, modernize, sustain and support U.S. and FMS F-15 fighter aircraft weapon systems and subsystems. Responsibilities
Support the coordination of all logistics elements, including spares, work elements (WE), training, facilities, technical data, and provisioning to ensure integrated logistics support requirements are identified and tailored to the F-15 Division’s needs. Participate in developing long-term weapon systems supportability approaches that align with Government acquisition strategy goals. Obtain required logistics resources and participate in site surveys. Analyze sustainment or related Diminishing Manufacturing Sources and Material Shortages (DMSMS) issues and recommend suitable replacements. Knowledge of the AFMC depot Source of Repair Assignment (SORA) process and related database templates, coordination cycle with the AFLMX assignment, and participation in business case analysis supporting documents. Identify and support SORA requirements and actions. Compile and progress depot maintenance interservice studies. Support the generation of logistics support documentation, including Integrated Logistics Support Plans, LCSPs, Electronic Technical Manuals (ETMs), Illustrated Parts Breakdowns (IPBs), and work specifications to meet Government logistics support requirements. Participate in Integrated Logistics Support management team meetings, Program Management Reviews (PMRs), and other related meetings. Assist the Government in performing Logistics Support Analysis (LSA) tasks and utilize the Parts and Repair Ordering Systems and the Federal Logistics Data System. Provide support with the Defense Transportation System, the Supply Discrepancy Report, and Quality Deficiency Report processes. Support all logistics tasks in direct support of the OFP series and other assigned F-15 programs, ensuring all logistics aspects are identified. Provide FMS support with the development of transportation plans and use of Air Force Security Assistance and Cooperation (AFSAC) On-Line. Apply logistics knowledge to planning, development, implementation and management of a comprehensive, affordable and effective systems support strategy across product support elements including Sustaining/Systems Engineering, Design Interface, Supply Support, Maintenance Planning and Management, SE/Automatic Test Systems, Facilities, Packaging/Handling/Storage/Transportation, Technical Data Management, Manpower and Personnel, Training, Computer Resources, Protection of Critical Program Information, and related areas. Work on logistics and maintainability programs with logistics and maintenance control organizations on issues such as technical evaluation of weapon systems logistics requirements and resources, implementation of logistics support and maintainability programs, systems acquisition requirements analysis, budgetary and life-cycle cost analysis, and RAM-C related activities. Collaborate on government-furnished equipment (GFE) and government-furnished property (GFP) analyses, and coordinate with DoD supply chain processes to ensure asset availability and compliance with plans. Manage reliability-centered maintenance analysis, provisioning planning and implementation, and life-cycle logistics planning, including end-of-program requirements and life-cycle cost development. Support kit development, depot activation, and depot modification efforts; assist with local manufacture, first article test and quality verification support. Support Time Compliance Technical Order (TCTO) and related forms, and participate in depot working groups, PMRs, TIMs and depot planning meetings. Provide data analysis and support for training system requirements integration into production program plans and documentation; maintain data files for depot and modification aircraft from cradle to grave; support Government evaluations and depot-level maintenance recommendations. Access and maintain Government electronic technical systems (e.g., Integrated Electronic Technical Management System). Prepare engineering data plans, TO verification plans and TO management plans; identify data requirements and rights claims related to F-15 weapon systems. Coordinate engineering data/TO/conventional manual guidance conferences; review and monitor verification and delivery of engineering/technical data and identify manual requirements. Identify and analyze deficiencies and Engineering Change Proposals (ECPs) for the F-15 weapons system; support root cause analysis of supply chain issues and advise on integrated logistics support actions. Track TCTOs and related activities. Provide sustainment support for depot activation, data validation, and transition planning for Post Production Support Plans (PPSP), Post Production Transition Plans (PPTP) and Transition to Post Production (TPP). Resolve DMSMS issues, forecast supply support requirements and coordinate with the Defense Logistics Agency for status tracking; ensure full supply system support per USAF guidance and maintain pertinent supply data. Qualifications/Technical experience
DoD Secret clearance required MS Degree and 12 years of related experience, 5 of which must be in the DoD; or BS Degree and 15 years of related experience, 5 of which must be in the DoD; or 20 years of related experience with proper certifications (if applicable), 8 of which must be in the DoD General understanding of current DoD and Air Force acquisition regulations, guidelines and processes; apply acquisition logistics philosophy, policies and procedures to USAF systems, subsystems and equipment procurement activities, post-award management tasks and lifecycle programs.
