We are currently seeking a Full Time Executive Vice President of Affordable Housing Compliance. The EVP will be responsible for nationwide mixed-use, multi-program, affordable housing building assets and will lead the organization’s Affordable Real Estate Managed Portfolio compliance. Responsibilities

Lead the day-to-day compliance activities of workforce and affordable housing projects, including financing, entitlement/government approvals, consultant coordination, programming, public relations, environmental concerns, design and construction, marketing, and leasing. Own the execution of developments with a focus on maximizing value creation, innovation, and compliance. Oversee all affordable programs in collaboration with Compliance Directors, providing direct supervision and guidance; indirectly supervise Regional Property Managers and Compliance Personnel. Develop and implement procedures, forms, training modules, and materials to ensure continuous compliance with affordable housing programs (LIHTC, PBRA, HOME, tax-exempt bonds, Section 811, Section 504/Fair Housing, and others). Monitor and enforce compliance with LIHTC and Section 8 requirements (elderly/disabled and family designations). Ensure compliance with legal agreements, regulatory covenants, and government agency requirements. Apply policies to minimize AMC and client exposure to governmental risks; review and interpret new industry regulations and regulatory agreements. Generate and approve rent schedules; oversee rent implementation and monitor across the portfolio. Oversee utility and utility allowance analyses. Review all pre-MOR and pre-CTCAC audits and implement affordable documentation; approve corrections and responses for all audits. Prepare for and respond to REAC and Management Reviews; mitigate issues related to HUD (including REAC, MOR findings, red flags, and 2530 issues). Assess and track property-specific program types, set-asides, compliance requirements, audit schedules, recertification dates, and related contracts. Work with staff and third-party construction managers to generate and monitor operating and capital budgets for all properties. Review monthly, quarterly, and annual property operating reports and financial statements; report findings to clients, tax credit investors, joint venture partners, and government agencies. Liaise with the Controller/Assistant Controller to integrate real estate accounting and reporting across systems; serve as the main contact for outside auditors regarding fiscal policies and practices. Review and evaluate insurance coverage (property, casualty, etc.) and participate in portfolio-wide risk management initiatives. Lead financial analysis and due diligence for new business opportunities, including responses to RFPs and RFQs. Assess project risks on an ongoing basis and develop mitigation strategies; communicate risks and opportunities with senior leadership. Provide strategic recommendations for major operational and financial decisions, including leases and financing. Lead and support the learning, training, and professional development of the corporate affordable housing team and onsite personnel. Skills

Required Qualifications & Experience

7 years of affordable housing asset management and/or compliance experience. Significant prior experience leading a team is strongly preferred. Proven experience with affordable housing programs such as LIHTC, HUD, Section 8, 202, and/or 811. Certified Occupancy Specialist and Blended Occupancy Specialist. Knowledge of processing Low Income Housing Tax Credit (LIHTC or Section 42) certification paperwork. Self-motivated with the ability to work independently. Excellent attention to detail and accuracy.
