The Utah Office of Homeless Services is seeking a skilled and motivated individual to fill a division director position at the Utah Department of Workforce Services. The individual in this position provides direction over a major division within the department that serves communities, service providers, individuals experiencing homelessness and the citizens of Utah. The Office of Homeless Services provides funding, coordination, and program support to service programs throughout the state of Utah. The director is responsible for using federal and state dollars wisely, building and managing budgets, as well as collaborating with policy makers and stakeholders across the state in communities dedicated to serving the most vulnerable residents. The director will participate in or otherwise direct staff support to boards that include, but not limited to: Utah State Homeless Services Board Utah Homeless Network Shelter Cities Advisory Board The director will work closely with the State Homeless Coordinator on the oversight of the responsibilities listed in Utah Code 35A Chapter 16. Responsibilities include: Plans and manages projects, programs and budgets Tracks progress, writes and communicates program reports Sets goals, establishes priorities, manages resources, develops concepts and approaches, and reviews projects progress and results Supervises subordinate personnel including hiring, determining workload and delegating assignments, training, monitoring and evaluating performance, and initiating corrective or disciplinary actions Meets and confers with management, users, and contract providers to resolve problems and coordinate services Develops budgets, including fund allocation, revenue collection, budget projection and expenditures Develops, directs and evaluates programs Monitors and evaluates operations, programs, processes and/or practices for quality and effectiveness; makes recommendations for improvement Develops and coordinates plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepares and updates plans and priorities Ensures compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines Represents the agency with federal, state, and local government units, in the media, or with private organizations Participates as a key member of a senior leadership team in conjunction with leadership from the executive director’s office and other department divisions Minimum Qualifications The ideal candidate for this position who has: Knowledge of homelessness issues in the state of Utah Ability to collaborate with individuals, groups, communities, staff, management, members of the business community and legislators Skilled in budget principles Knowledge of federal and state policies What We Offer Your total rewards package at the state of Utah is so much more than just your paycheck!
