The Agency for Health Care Administration is Florida\'s chief health policy and planning entity. The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives. This position reports directly to the Chief Information Officer in the Division of Information Technology. This is a highly responsible professional and supervisory position with both technical and administrative responsibilities in the Division of Information Technology, Information System Development Methodology (ISDM) Unit. Supervises ISDM and contract staff, including planning and directing staff’s work, approving leave requests, conducting performance appraisals, hiring, and taking disciplinary action or effectively recommending such actions. Ensures that ISDM and contract staff are familiar with and adhere to the ISDM project methodology, processes, and standards, Rule 60GG-1 F.A.C, and the current Project Management Institutes’ (PMI) current Project Management Body of Knowledge. Facilitates the Project Service Request (PSR) meetings to perform intake and initial triage of new project requests, facilitates the Agency’s Project Governance (APG) meetings in order to prioritize projects within the divisions as well as provide status updates on active projects, and participates on the Change Advisory Board to approve production deployments. Manages high-priority IT projects as needed, using an agile, hybrid, or waterfall project management approach to support the Agency’s strategic plan by implementing legislative requirements, process improvements, and system enhancements. Guides the team through all aspects of the Project Life Cycle (PLC) and the Software Development Life Cycle (SDLC), including activities to define project scope and schedule, gather requirements, design, develop, test, and deliver high-quality software applications. Manages the project scope to deliver projects on time and within budget. Works with project team members to create and define required project documentation, including but not limited to the Risk and Complexity Assessment, project charter, project plan, security plan, spend plan, scope, schedule, deliverables, change logs, issue logs, risk logs, meeting agendas, and weekly project status reports. Directs business analyst activities for assigned projects and performs business analysis when a business analyst is not assigned. Works with the customer to elicit, identify, and document project requirements, process maps, and workflows. Creates and maintains required project documentation, including but not limited to meeting minutes, Requirements Traceability Matrix (RTM), process maps, and workflows to document the “as-is” and “to-be” business processes, test plans, test scripts, test cases, troubleshooting guides, user guides, training materials, and project close out reports. Performs testing activities such as testing and validating work products, and coordinates user acceptance testing with the customer. Coordinates with the business units and other IT staff to manage project resources. Reviews and revises ISDM forms, templates, and standards as needed. Provides status reports and performance metrics as needed. Works with the Department of Management Services, Florida Digital Service, to ensure compliance with 60GG-1 Florida Administrative Code. This position has been identified as mission-essential and may require work during weekends, holidays, disasters, and emergency situations, including deployment to other counties or staffing locations as needed. Knowledge, Skills, and Abilities

Knowledge of project management principles, practices, techniques, and tools to effectively manage IT projects throughout the Project Life Cycle. Knowledge of the principles, practices, and techniques of computer programming and systems analysis design, as well as methods of data collection and analysis. Skilled with application lifecycle management and/or project management tools such as Azure DevOps, Jira, and Microsoft Project, diagramming tools such as Microsoft Visio, and general software such as Microsoft Office 365 and SharePoint. Skilled in effectively communicating with technical and non-technical staff and all levels of management, both orally and in writing. Must be goal-oriented, action-focused, pragmatic, and self-disciplined with strong analytical and problem-solving skills. Ability to supervise people, determine work priorities, assign work, and ensure proper completion of work assignments. Ability to formulate project plans for managing and monitoring progress of software development projects; compile, organize, and analyze data, to evaluate and monitor project plans and schedules and implement corrective action plans. Ability to establish and maintain effective working relationships with others; work independently and in teams; plan, prioritize, organize, and coordinate multiple projects and work assignments to meet deadlines and complete goals. Ability to work well under pressure and meet deadlines without sacrificing quality; learn, understand, and apply new technologies and processes. Minimum Qualifications

5 years of experience in project management. Licensure, Certification, or Registration
