is conducting a national search for its next Director of Personnel who serves as the City’s Chief Human Resources Officer. The Opportunity The Director serves as the steward of the City’s civil service system and supports the workforce of approximately 4,500 employees, with nine collective bargaining units. The Director also serves as Secretary to the Employees’ Retirement System, the Firefighters Retirement Plan, and the Civil Service Commission. This role carries significant visibility, public trust, and accountability. The position is an appointed civil service position that must be approved by the Mayor of St. Louis per city charter. The Director of Personnel serves as the Chief Human Resources Officer (CHRO) and holds a key leadership role with broad responsibility for all human resources functions, including: Strategic HR Leadership – Oversee policies, practices, and procedures consistent with the City charter and employment law. Business Partnership – Serve as a trusted advisor to City leaders, elected officials, and the Civil Service Commission. Compensation & Benefits – Recommend and administer compensation plans, employee benefits, and retirement systems. Employee Development – Expand professional development opportunities and foster career growth pathways. Labor Relations – Serve as the City’s chief negotiator for nine collective bargaining agreements. Inclusive Workplace – Champion equitable practices and partner with the City’s Chief Inclusive Growth Officer. Team Leadership – Lead and inspire a high-performing HR team to deliver results and build a strong workplace culture. Qualifications A bachelor’s degree in human resources, business, or public administration or related field is required. A master’s degree in human resources, business, public administration and/or a Juris Doctorate is preferred. Minimum of five years’ professional experience in HR or personnel administration. Ten or more years of experience is preferred. At least two years of public sector HR leadership. Senior HR experience in an organization of similar size and/or complexity. Proven success in collective bargaining and labor negotiations. Familiarity with defined-benefit retirement systems and benefits contract negotiations. Knowledge of modern public personnel practices and applicable laws. PHR/SPHR or SHRM-CP/SCP certification is highly desirable.
