This investment supports reducing barriers, tackling homelessness and housing instability, promoting economic stability, increasing homeownership opportunities, and advancing equitable growth. Housing Preservation & Development Technology (HPD Tech) is the IT division within HPD. HPD Tech aims to transform HPD through technology by promoting productivity, reducing manual processing, and increasing the pace of work. HPD Tech improves business processes using core applications and empowers decision makers with high-quality information to anticipate and respond to building, neighborhood, and market conditions. Your Impact
HPD Tech is seeking a Senior Business Analyst (BA) to lead modernization of the Section 8 and other subsidy programs within Housing Stability and Access Division, through maintenance and enhancements to existing .NET-based systems and future conversions of legacy systems to the .NET platform and other suitable solutions. HPD Tech supports efficient administration of programs in the Department of Tenant Resources. Your Role
The Senior Business Analyst will be a key development team member, representing and leading business owners and stakeholders. The primary responsibility is to lead and participate in translating and managing business needs for the development of technology solutions. Responsibilities
Lead Business Process Analysis: Develop in-depth knowledge of business operations, document processes, and design new processes to achieve strategic goals. Lead a team of BAs through requirements communication to vendors, UAT testing, and acceptance. Lead technology discussions on business requirements with internal HPD divisions and the vendor. Business Data Analysis: Understand enterprise data objects and attributes. Define functional data needs for data marts. Build strategies to develop and utilize data marts aligned with modernization initiatives. Communication and Implementation: Represent business as a subject matter expert in technical discussions. Convey requirements to developers, UI/UX, QA testers, and information modelers via process flows, user stories, and use cases. Oversee with vendors during requirements analysis and UAT to ensure correct deliveries. Team Collaboration: Work with multiple BAs across HPD Tech product areas and report to the Product Executive. Under the Sr. BA, lead product area requirement gathering efforts. Required Skills
6+ years of experience in analysis, requirements gathering, operations analysis/process design, team leadership, and vendor-based project execution (BA/Lead role) Excellent communication skills for both technical and non-technical audiences Strong leadership, collaboration, and people skills Independent thinking and decision-making abilities Ability to manage multiple tasks in a fast-paced, high-volume environment Competence in Oracle/SQL or other data query language Familiarity with Agile and Waterfall SDLC approaches Familiarity with UML and Microsoft Visio Aptitude for solving complex problems and bringing clarity to ambiguous needs Preferred Skills
Experience in data analytics for public policy, affordable housing, real estate development, or city government (strongly preferred) Advanced degree in a relevant field (e.g., MBA, MPA, MS, JD) Knowledge/Experience with MS Access .NET experience; Delphi-based applications considered a plus Minimum Qualifications
Baccalaureate degree from an accredited college and four years of satisfactory full-time experience related to the position; or equivalent education/experience Additional Information
