Overview
Blackstone Talent Group is seeking an Earned Value Analyst Lead to join our Client's team. The EV Analyst Lead supports Amentum's Missile Defense Division on the Integrated Research and Development for Enterprise Solutions (IRES) Contract; reports to the EV Manager; leads a team of EV analysts across multiple task orders; ensures compliance with documented EV standards and guidelines, the IRES EVM System Description, the DoD Earned Value Management Implementation Guide (EVMIG), and established best practices. Responsibilities
Provide day-to-day leadership, guidance and mentorship to the EV analysts and other team members on EVMS principles and best practices. Develop and deliver training to project personnel on EVMS requirements, EVM tools, processes, and best practices. Identify opportunities to improve EVM processes and support the adoption and testing of new EVMS or automation tools. Ensure cost and schedule performance measurement baselines, including management reserves and undistributed budgets, are developed and maintained. Conduct regular project performance analysis, calculating and interpreting key EVM metrics like Cost Performance Index (CPI) and Schedule Performance Index (SPI). Perform and review estimates at completion (EACs) and estimates to complete (ETCs), predicting final project costs and completion dates. Ensure on-time delivery of comprehensive monthly reports and dashboards for internal management, senior leadership, and external customers, highlighting performance, variance drivers, and risks. Analyze and resolve cost accounting, charging, and funding discrepancies. Optimize customer visibility and collaboration with project managers, control account managers, and stakeholders to ensure accurate schedule development and communicate schedule status and risks. Qualifications
Basic Requirements Must have 14+ years of general experience (may be reduced with the completion of advanced education). Must have 8+ years of directly related / specialized experience as an EV scheduler. Must have 5+ years of experience in a management or leadership role. Must have, or be able to obtain, an active DoD Secret Security Clearance. Desired Requirements
Experience providing direct support to Control Account Managers (CAMs), Project Managers (PjMs), and contract leadership with in-depth financial analysis and baseline development/maintenance. Experience providing regular and ad-hoc reporting and data analysis requests. Experience supporting monthly status and forecasting efforts, including earned value variance analysis and corrective actions. Experience in funding analysis and customer funding status reporting. Experience in DECM testing, action plans, and revalidation of test results. Experience leading the preparation and execution of monthly integrated program management reports. Experience maintaining logs/files on an earned value contract (CBB, MR, UB, change control, etc.). Experience performing data analysis using standard tools (MS Excel) and PowerBI. Experience working within defined financial guidelines (DCAA/DCMA). Security Clearance
