Overview

Lead the upgrade of Seattle’s Customer Information System (CIS) from Oracle CC&B v2.7 to v25.4 (on-premises). Coordinate full application upgrade, hardware refresh, and redevelopment of integrations. Oversee rewriting and validation of 100+ reports. Manage deployment across seven operational environments. Ensure delivery of a stable, secure, and scalable CIS platform. Maintain project schedule and financial tracking using Microsoft Project. Drive innovative solutions for scheduling and data entry challenges. Collaborate with cross-functional teams and vendors. Skills and Requirements

5+ years’ experience managing large-scale IT system upgrades Strong experience with Oracle Customer Care and Billing (CC&B), preferably version 2.7 or later Proven ability to oversee planning, execution, risk management, vendor coordination, and stakeholder communication Experience with Microsoft Project (project reports, documentation) Skilled in resource and cost scheduling, tracking critical path Ability to work independently and drive project progress Knowledge of project management methodologies and lifecycle. Experience in the utility industry or public sector environments PM training/certifications (e.g., PMP, PRINCE2) Familiarity with infrastructure refresh and integration redevelopment
