I.M. Systems Group, Inc. (IMSG), a science-based company providing professional scientific and technical support to the Federal government, is leading a team of prestigious companies to pursue the five-year service contract to support the NOAA Earth Prediction Innovation Center (EPIC). EPIC's mission is to advance weather modeling skill, reclaim and maintain international leadership for the U.S. in numerical weather prediction, and improve the transition of research into operations. The objective and scope are to provide state-of-the-art software architecture, software engineering and scientific and technical support services to maintain and expand the community modeling infrastructure that facilitates robust user support and easy access for advanced physics-based and machine learning (ML) based Earth system models (ESMs). This includes applications and components in the Unified Forecast System (UFS). Work location is remote or hybrid. We are soliciting highly qualified candidates to fill the Project Manager position with the following responsibilities and requirements: Full accountability and authority for leading and managing assigned program(s). Provides the primary interface with the NOAA Program Lead, Contracting Officer, Contracting Specialist, and Contracting Officer's Representatives. Acts as primary contact and responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools. Establishes an executable baseline and manages program risk and opportunity. Sets milestones and monitors adherence to program master plans and schedules. Uses approved control systems and reports that accurately measure progress, identifies potential problems in time for corrective action, and ensures the meeting of contract commitments. Supervises and integrates the performance of the program Integrated Product Teams, including working with the Chief Scientist, Chief Architect and Chief Software Engineer, in providing leadership, vision, and guidance to the EPIC contractor staff. Sets program strategy, vision and tactical direction for program execution by multifunctional teams and sub-contractors. Tracks progress on EPIC milestones, reporting on progress to the Government, and bringing issues and proposed solutions to the Government throughout the life of the contract. REQUIRED/PREFERRED QUALIFICATIONS: (A subset of the following experience/background/skills): Possess a PMP Certification at the time of proposal submission, or documentation showing that the candidate will obtain a PMP Certification by no later than Contract Award (anticipated April 2026). MS or PhD degree in Earth system science disciplines (including atmospheric sciences, oceanic science, geophysics, numerical modeling), computing, or other relevant fields. BS degrees in these fields with demonstrated experience will be considered. Experience with or knowledge of numerical modeling development for Earth's atmosphere, ocean, land surface and cryosphere. Experience with or knowledge of data assimilation methodology and numerical techniques. Experience developing scientific software and software infrastructure for use with Earth system models. Knowledge of scientific programming languages (e.g., FORTRAN, C/C++, Python), shell scripts, and modern software development methodologies and processes. Knowledge and experience with the Earth System Modeling Framework (ESMF) or similar modeling system architecture. Experience with high performance computing (HPC) environments and cloud computing for ESM. Knowledge of AI/ML methodology and techniques for ESM at global and/or regional scales. Excellent communications, presentation, and problem solving skills. Incumbent working experience at NOAA/EPIC highly preferred. Minimum years of relevant experience: eight.
