Overview
Senior Test Officer (Specialist) at QED Systems, LLC. Location: APG, MD. Supporting the Test & Quality Division for the PM IS&A project. This role involves assisting the Program Manager (PM) in all parts of the test and evaluation (T&E) process, including planning, execution, and reporting of activities and developing documents for the TITAN program. Base pay range $175,000.00/yr - $195,000.00/yr Duties
Responsible for assisting the PM in all parts of the test and evaluation (T&E) process, including planning, execution, and reporting of activities and developing documents for the TITAN program. Support and work with Army Test and Evaluation Command (ATEC) and other test organizations to satisfy testing requirements for successful fielding and integration. Provide support to all test events to include hardware, software, test equipment, instrumentation, and facilities as needed. Test events may include but are not limited to: Hardware and software component testing Subsystem and system level developmental testing System compatibility testing Acceptance testing Functional testing Integration testing Full qualification testing Field testing and evaluation Environmental tests and stress screening Electromagnetic interference and compatibility testing TEMPEST testing Interoperability testing Cybersecurity certification and accreditation testing Operational Testing (Operational Demonstrations, Initial Operational Test and Evaluation, Limited User Test, User Experience Events, Operational Assessment, etc.) Cyber Survivability Testing Understand acquisition policies, regulations and procedures governing T&E to assist project leaders in planning, coordinating, developing, and reviewing all elements of T&E. Assist the PM in the planning and execution of all developmental, technical, operational, and production testing, and in the evaluation of managed products. Provide input for planning test resource requirements and achieving acquisition milestones and decision points. Assist the PM in preparing, developing, reviewing, and coordinating all PM-generated T&E documents such as Test and Evaluation Master Plans (TEMPs), Test and Evaluation Strategies, and Test Support Packages (TSPs), and in reviewing and coordinating ATEC T&E documentation (Operational Test Plans (OTPs), System Evaluation Plans (SEPs), Operational Evaluation Reports (OERs), etc.) and in coordinating test plans and actions with all relevant stakeholders. Support the developmental testing process through the coordination and setup of test architecture and network defined by test plans while providing input to the test plans. Troubleshoot issues and coordinate with other organizations in preparation for the start of testing. Assist the PM in the preparation for, and participation in, T&E related meetings and workgroups to include Test IPTs, Data Authentication Groups (DAGs), RAM working groups, Scoring Conferences, TSARCs, etc. Support Government and 3rd party vendor testing at various locations leading up to Government acceptance. Document test procedures and results. Review test data for accuracy and review and coordinate test reports and system evaluations for completeness and accuracy. Identify interoperability issues/gaps/shortfalls. Required Skills & Experience
Detailed-oriented with excellent technical, verbal, and written communication skills. Demonstrated experience in test and evaluation of complex systems. Experience with ATEC or associated Army test organizations is highly desirable. Experience with the Department of Defense developmental and operational testing policies, processes and procedures. Understands the test strategy development and evaluation process with experience supporting Independent Operational, or Developmental, Testing & Evaluations. Understands the Adaptive Acquisition Framework (DoDI 5000.02), specifically Major Capability Acquisition (MCA), Middle Tier Acquisition (MTA), and Software Acquisition Pathway (SWP). ACTIVE CLEARANCE LEVEL REQUIRED: Top Secret w/SCI eligibility Qualifications
Bachelor’s degree required. At least fifteen (15) years of direct experience in testing complex computer systems, mechanical, electrical/electronic and software systems. Ten (10) years of direct experience with engagements at the O-6 and higher levels of ATEC and DOTE required. A Master’s degree and twelve (12) years related experience may substitute for the degree and experience requirements. Travel
Approximately 20% travel is expected for this position. Travel may include continental United States and outside continental United States locations. Work Environment
This position may be performed in a variety of locations, including but not limited to, commercial and/or government offices, test and integration labs, government facilities and depots, and test & evaluation and proving grounds. Physical Demands
Physical demands of this position include ability to: Be independently mobile. Communicate effectively with co-workers and customers. Withstand prolonged periods of sitting at a desk and computer use. Climb stairs, ramps, ladders, and work stands. Wear proper Personal Protective Equipment (PPE) such as glasses/goggles (eyes), ear plugs/muffs (hearing), hard hats, and breathing respirators/masks. Lift/push/pull objects weighing in excess of 50 pounds. Withstand exposure to noise from operating equipment.
