HJF is seeking a Director, Center/Program Operations (National Guard Program; NGP), who is responsible for directing operations of the NGP and its two components, the Army Behavioral Health Program (ARNG BH Program) and the Integrated Primary Prevention Workforce (IPPW), to maximize the effective use of program resources. Further responsibilities include developing and implementing operations plans and evaluating Center/Program efficiencies. The National Guard Program comprises two components, the Army National Guard (ARNG) Behavioral Health (BH) Program and the Integrated Primary Prevention Workforce (IPPW). The ARNG BH Program’s primary goals are to develop and standardize health surveillance efforts of NG service members’ health behaviors and associated risk and protective factors, and promote rapid response knowledge efforts based on current ARNG policy and needs in the 54 states and territories. The IPPW is responsible for creating and implementing leadership prevention training and activities that promote the understanding of risk and protective factors related to violence prevention, as well as the development of evidence-based prevention strategies, programs, policies, and resources to support National Guard service members. The Center for the Study of Traumatic Stress (CSTS) is one of the nation's oldest and most highly regarded, academic-based organizations dedicated to advancing trauma-informed knowledge, leadership, and methodologies. The Center's work addresses a wide scope of trauma exposure from the consequences of combat, operations other than war, terrorism, natural and human-made disasters, and public health threats, as well as risk and protective factors associated with suicidal behaviors. Responsibilities Responsible for the direction and execution of all operations of the NGP and its two components. Integrates scientific and evidence-based practices into operational programming within the NGP. Principal point of contact to lead all engagements with NGB and Army National Guard Behavioral Health stakeholders. Business Process Optimization & Change Management – prioritize needs and implement program-wide management processes, tools, and training to support growing consortium team and program needs. Technology Management & Integration – drive technical and process improvements to foster better collaboration, communication, and expectation performance. Implementation Management – lead management functions to build strong partnerships and drive performance expectations. Human Capital - Supervises all NGP staff, including Program Managers. Finance, Budgeting, and Accounting: Develops Center/Program financial plans to ensure goals are met. Space management, contracts, and purchasing Manages procurement, contracting and other resource allocation requirements to ensure operational plans/objectives are met. Qualifications Master’s Degree required. Minimum of 15 years' experience required. Experience with the National Guard required. Demonstrated ability to lead complex programs with multiple collaborating organizations. Ability to understand high level mission/objectives and translate them into specific plans and actions. Ability to understand complicated technical and scientific issues and communicate them in easy-to-understand ways. Work Environment This position will take place primarily in an office setting. Compensation The annual salary range for this position is $150,000-$190,000.
