Job Description This is a non-merit position. Candidates must follow the instructions in the "To Apply" section. Positions in this class are exempt from the screening and referral requirements of the Iowa Department of Administrative Services - Human Resources Enterprise. The Department of Management (DOM), Division of Information Technology (DoIT) is seeking a dynamic and experienced leader to serve as the Service Delivery Deputy. This pivotal role is responsible for guiding teams of architects and overseeing key functions including application delivery, solution architecture, digital and web services, service desk operations, and infrastructure management. The successful candidate will ensure staff are equipped with the skills and capabilities to meet evolving agency needs, while championing best practices and driving the implementation of innovative service initiatives that support both agency and statewide outcomes. This position plays a critical role in fostering collaboration across Service Delivery teams and stakeholders to deliver high-impact, customer-focused solutions. Key Responsibilities : Oversee daily operations of DOM DoIT functional teams and implement strategic plans, goals, and procedures. Assign resources, manage staffing needs, and improve coordination and communication across teams. Lead financial planning, including budgeting, procurement approvals, and capital spending aligned with agency goals. Build and maintain strong relationships with stakeholders, including leadership, technical teams, and vendors. Provide leadership and mentorship while promoting best practices and supporting enterprise-wide IT initiatives. Supervise and coordinate the work of full-time employees and contractors delivering IT services aligned with DoIT policy goals. Manage personnel functions including hiring, performance evaluations, discipline, and adherence to employee policies and union contracts. Ensure projects are adequately staffed and delivered on time and within budget, while maintaining high standards of integrity and customer service. Oversee compliance with federal, state, and agency data security standards across all team activities. Perform additional duties as assigned to support operational efficiency, contribute to DoIT's mission, and engage in professional development opportunities that enhance leadership growth. Minimum Qualification Requirements
Graduation from an accredited four-year college or university and experience equal to seven years of full-time professional work in information technology systems management which included three years of management experience in the area of application design and development or three years in managing professional staff engaged in the installation and operation of mainframe equipment; OR an equivalent combination of education and experience substituting the equivalent of six months of full time work experience in the development of computer applications or maintaining computer software systems or computer operations for one year of the required education to a maximum substitution of two years; OR substitution of one year (thirty semester of equivalent hours) of graduate level course work in Computer Science or Management Information Systems for one year of the required work experience to a maximum substitution of one year; OR employees with current continuous experience in the state executive branch that includes experience equal to three years of full time work as an Information Technology Specialist 4; OR employees with current continuous experience in the state executive branch that includes experience equal to two years of full time work as an Information Technology Specialist 5; OR employees with current continuous experience in the state executive branch that includes experience equal to two years full time work as an Information Technology Administrator 1; OR employees with current continuous experience in the state executive branch that includes experience equal to one year full time work as an Information Technology Administrator 2.
