This Technical Expert II (TE II) role provides recommendations on incorporating federal child welfare policies into Child Welfare Information Gateway (CWIG) web content and products. This individual will collaborate with internal, partner company, and federal staff to provide policy expertise and insights to support the full project and related products. The TE II/Child Welfare Policy Expert is responsible for drafting, reviewing and sending White House Controlled Correspondence responses related to child welfare policy.
The TE II serves as an in-house senior content/subject matter expert for child welfare policy and, in collaboration with other staff and project leadership, is a team leader responsible for ensuring the design and delivery of child welfare policy-related analysis and content. The TE II coaches and guides staff in the development and implementation of effective, high quality child welfare content and strategy and works closely with the prime contractor and fellow project staff per the established project guidelines.
Fundamental Requirement: The TE II/Child Welfare Policy Expert must have a deep understanding of child welfare policy at the state and federal level and experience leading legislative and related data analysis projects.
ESSENTIAL JOB FUNCTIONS:
Provides recommendations on incorporating federal child welfare policies into CWIG web content and products. Provide overview and understanding of federal child welfare and related policy to project teams; identifies trends, emerging issues, policies, and evidence-based practices (EBPs) and shares them with project staff, other TEs, senior management, clients, and other JBS staff as appropriate Reviews and analyzes relevant state statutes and policy Incorporate policy information and framing into CWIG publications Responds to White House Controlled Correspondence Liaises with Regional Offices to support policy-related efforts and information sharing Supports rule making and comment feedback data analysis and provides insightful and informed recommendations and summaries Provides subject matter expertise on all things related to policy for product development, initiative months, web content, and other activities Maintains professional expertise in child welfare policy, ensuring that knowledge remains current Maintains communication with assigned contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs Works with other TEs, the project's senior management team, partners and clients to identify trends in child welfare needs and emerging issues and guide strategic approaches Collaborates with other TEs to support the exchange of information across all JBS projects Contributes to proposal preparation and business development activities Contributes to the preparation and finalization of written deliverables, including publications, reports, analysis, technical documents, and other products (e.g., PowerPoint presentations) as requested Guides and may manage assigned T/TA staff in carrying out the support and logistical activities required for delivering all types of T/TA and may supervise staff Develops scopes of works for consultants and assist with recruiting and selection of consultants MINIMUM JOB QUALIFICATIONS:
Five years of experience in understanding and working in legislative processes at the state and federal level. A clear, demonstrated history of creating policy, conducting legislative analysis, and leading collection and analysis of related rulemaking comments/feedback. Education: Master's degree in relevant field Language: English Fluency (oral and written) Experience:
At least 5 years of child welfare policy and legislation experience At least 10 years experience in child welfare generally or a related field Demonstrated applied expertise in child welfare policy at the state and federal level Technical Knowledge:

Physical Requirements: Extended Computer Use: Ability to sit for extended periods and operate a computer keyboard and mouse Vision: Must be able to see and read computer screens and printed materials Dexterity: Capable of using hands and fingers to operate equipment and perform tasks requiring precision Communication: Able to effectively communicate verbally and in writing with team members and stakeholders Mobility: Frequently required to stand, walk, reach, and bend to access office equipment and attend meetings Lifting: Ability to lift and carry up to 25 pounds for short distances Sensory Abilities: Must be able to perceive and interact with the environment using hearing and speaking skills Work Environment: Primarily works in a typical office environment, with exposure to computer screens and moderate noise levels PREFERRED JOB QUALIFICATIONS: Language:
