$162,000.00/yr - $170,000.00/yr POSITION DETAILS The City University of New York (CUNY) is seeking a strategic and solutions-oriented leader to serve as University Deputy Director (UDD) of Public Safety at the University’s Central Office. Reporting to the University Executive Director of Public Safety, the selected senior security executive will serve as the principal advisor and deputy, providing visionary leadership to advance the department's strategic goals. As a senior security executive, the UDD will play a crucial role in leading public safety initiatives across CUNY’s 25 campuses, which serve approximately 225,000 students across New York City’s five boroughs. This position offers a unique opportunity to contribute to the safety and security of the nation’s largest urban public university system. In collaboration with the University Executive Director of Public Safety, the UDD will proactively advance the University’s strategic public safety goals centered on enhancing community trust and accountability; utilizing the most current policies and best practices; delivering resources effectively and efficiently; and investing in the development of talent. The UDD will work to position the CUNY Public Safety Department as a national leader in community-based university public safety while ensuring the safety and security of all CUNY community members and facilities, spearheading initiatives to position the CUNY Public Safety Department as a national benchmark in innovative, community-centered public safety models, fostering a culture of excellence and accountability across all campuses. The UDD will also be directly responsible for emergency management, re-imagining the force/department initiatives, strategic planning, recruitment and retention efforts, training enhancement and expansion, quality assurance, compliance and inspection program management, policy development, and review of operations plans for Special Assistance for Events Team (SAFE) deployments. Specific responsibilities include, but are not limited to: Policy & Program Development and Implementation : Develop and implement policies and procedures to ensure public safety and security, including compliance with local, state, and federal regulations. Develop department-wide polices for standardization and the collection of metrics/trends. Research and evaluate campus security systems/technology and lead implementation of best practices for institutions of higher learning. Develop and implement quality assurance, compliance, and safety inspection programs. Emergency Management:

Direct the coordination of emergency response teams in collaboration with law enforcement, fire departments, and emergency medical services ensuring effective crisis response. Leadership and Strategy:

Collaborate with the University Executive Director to advance CUNY’s public safety goals, focusing on enhancing community trust, accountability, and operational efficiency. Provide strategic leadership and expert counsel in shaping and executing the Public Safety Strategic Plan, ensuring alignment with the University's long-term vision and evolving security landscape. Staff Management:

Assist in managing over 1,000 sworn and non-sworn personnel, promoting a culture of excellence and continuous professional development within the department. Community Engagement:

Cultivate partnerships with community stakeholders and government agencies, strengthening trust and collaboration, promoting CUNY’s reputation as a leader in progressive public safety. Budget Management:

In coordination with the Director, manage the department’s budget, ensuring efficient allocation of resources to support public safety operations. Risk Assessment an d

Mitigation:

Conduct regular risk assessments to identify and mitigate potential threats. Lead emergency management planning, readiness, and training operations across the University. Inter-agency Collaboration:

Work closely with other government agencies, including local, state, and federal law enforcement. Training and Development:

Oversee the training and professional development of public safety personnel, ensuring they are equipped with the latest skills and knowledge. Manage and track University-wide officer recruitment, retention, and training initiatives. Lead project management reporting and monitors department corrective action plans. Oversee the weapons custodian program, licensing, training, and officer accountability. Public Communication:

Act as a spokesperson for the public safety department during emergencies, providing timely updates to the media and the public. Reporting Responsibilities:

Responsible for management and reporting of department accreditation plan. Develop and maintain monthly, quarterly, and annual executive level reports of public safety elements. CUNY-w i de Collaboration:

Attend senior level meetings and strategic planning sessions for public safety initiatives. Collaborates with Campus Public Safety Chief and conducts campus site visits as needed. Conduct high-level briefings as necessary for the chancellery and department-level staff. Member of the Strategic Planning, Emergency Management, and Investigations Teams NOTES: Until further notice, this position is eligible for a hybrid work schedule. This position is subject to a satisfactory background investigation by the University Office of Public Safety, which may include, but is not limited to, criminal history review, drug test, credit checks, driving record review, work history verification, reference checks, etc. This position is subject to random drug testing, as well as re-fingerprinting and re-investigation every five years. Within one year of appointment to this title, or sooner based on the availability and satisfactory completion of mandated university training, a person appointed to this position must qualify for Peace Officer status in accordance with the requirements of the New York State Division of Criminal Justice Services, Bureau of Police Standards. Persons appointed to this position must, within one year of appointment to this title, receive the New York State Department of Criminal Justice Services certified firearms training in accordance with New York P.L. article 35 and be eligibleto carry firearms. Candidates who may require consideration under NYS 211/212 may apply but must indicate this requirement in their cover letter. QUALIFICATIONS Minimum: Baccalaureate degree and a minimum of 10 years of progressively responsible public safety, security, law enforcement, or military service, with at least 3 years at an executive level. A valid New York State driver’s license, New York State Residency and United States Citizenship to comply with the New York State Peace Officer statue. Comprehensive knowledge of New York State Penal and Criminal Procedural Law. Preferred: Degree or advanced degree in police science, criminology, public administration, or related law enforcement discipline. Completion of advanced law enforcement executive training programs, such as the FBI academy or any other nationally accredited certificate program in law enforcement administration. Thorough knowledge of public safety concepts and law enforcement and security methods. Experience with police reform and re-imagining. Demonstrated experience with force management and crowd control operations. Experience in implementing and managing Body-worn Camera Programs. Law enforcement experience in a public higher education setting with knowledge of Federal and New York State laws regarding campus law enforcement i.e. (Family Education Rights and Privacy Act (FERPA), Clery Act, Title IX, etc.). Liaison experience with local, state, and federal law enforcement agencies. Prior experience overseeing a police academy or law enforcement-training academy setting with ability to establish strong esprit de corps among public safety officers. Enact emergency preparedness and disaster control procedures. Ability to manage public safety and security operations and budget/fiscal affairs. Sensitivity to and understanding of, the diverse academic, social, economic, cultural, disability, and ethnic backgrounds of urban college students. Meticulous and accurate with strong critical thinking and evaluation/assessment skills. - Initiative-taking, collaborative, flexible, and customer focused with strong interpersonal communication, negotiation, conflict-resolution/de-escalation, and group facilitation skills. Foster collaborative relationships with diverse members of the University community and external constituents. Strong organizational and follow-through skills to develop and execute work plans, prioritize work, and manage multiple assignments and meet deadlines. Computer proficiency using administrative and financial programs, systems, or databases. Demonstrated ability to influence people and establish positive working relationships across the University. Demonstrated leadership and managerial skills, with ability to lead and manage teams, and use strategic and tactical judgment to make decisions and manage various situations.
