Blue Cross and Blue Shield of Vermont is seeking a Director, Legislative and Government Relations to join our Client Relations and External Affairs team. The base salary range for this position is
$135,000 - $170,000 . Additional compensation opportunities and incentives will be detailed during the interview process. The listed range is our good faith estimate; final base compensation will be determined based on skills, competencies, education, experience, and internal equity. We offer a robust benefits package with significant value. LOCATION:
Blue Cross has transitioned to a hybrid workplace. The qualified candidate is expected to be in the Berlin, VT office on Tuesdays and Wednesdays and on other days as needed, with a flexible schedule during legislative sessions in Montpelier and other occasions. We are only hiring Vermonters for this role. Responsibilities
The Director, Legislative and Government Relations will provide strategic leadership to advance the organization’s legislative, regulatory, and policy objectives to support and protect business objectives. Communicate, advocate, and reinforce Blue Cross VT’s positions with the state legislature and regulatory bodies, including the Green Mountain Care Board. Develop and articulate advocacy and public policy strategies in collaboration with Plan executives and leaders; serve as a conduit between the Plan and external constituencies. Manage the administration of the legislative relations program, coordinating internal staff and outside lobbyists, and act as a lobbyist for the Plan. Lead the preparation and dissemination of reports, testimonies, white papers, presentations, and other materials addressing priority policy issues and healthcare reform proposals. Serve as the main point of contact with Vermont’s Congressional Delegation and coordinate annual meetings in Washington, D.C. Provide leadership to ensure effective and compliant implementation of requirements from state or federal government initiatives. Collaborate with the Communications & Media team to develop strategies communicating policy positions and advocacy efforts to members, media, and the public. Qualifications
Bachelor’s degree in government, communications, English, or related fields is desired. Strong government relations background with relationships in Vermont legislative and state government; minimum of
10 years
progressive experience in government and/or private sector. Position requires
5 years
