Job Summary

The contractor shall support Training Systems Requirements Analysis (TSRA) in support of Naval Air Warfare Center Training Systems Division (NAWC TSD). The contractor shall provide detailed, fully-informed analysis of the required capabilities of virtual aviation training environments to support high-end training and mission rehearsal requirements for aerial combat against a peer adversary, with a focus on long-range fires and electronic warfare. The analysis will center on required training capabilities of Fleet Air Warfare platforms: FA-18EF Super Hornet, EA-18G Growler, F-35C Lightning II, and E-2D Advanced Hawkeye. The analysis will involve identification of integrated virtual training requirements; advanced capabilities and kill chains (KC); threat platform capabilities and capacity; tactics, techniques and procedures (TTP), and Department of the Navy (DoN) training policies, objectives and syllabi. The analysis will also identify projected trainee throughput requirements to inform manpower, personnel and capacity requirements for Fleet aviation training sites. The Contractor shall provide CSS personnel to support in performing the following work: Develop and maintain detailed understanding of current and future weapons systems and combat capabilities, advanced KC and TTP, pertinent to DoN aviation platforms. Specific mission areas include Defensive Counter-Air (DCA), Offensive Counter-Air (OCA), Advanced Electronic Attack (AEA), Long Range Fires (LRF), Suppression/Destruction of Enemy Air Defenses (SEAD/DEAD), Integrated Air Defense (IAD), and Red Air (OPFOR). Develop and maintain detailed knowledge regarding capabilities and limitations of virtual aircrew training systems in use at Fleet Tactical Training Centers (FTTC) and in the Deployed Advanced Training Environment (DATE, a.k.a "Sims at Sea"). This will include knowledge of platform-specific simulator devices, and training support systems (distributed mission training infrastructure, constructive entity modeling systems, etc.) Observe and collect data at USN and USMC Fleet training virtual environments. This may require travel to locations including (but not limited to) NAS Oceana, VA; NAS Whidbey Island, WA; NAS Fallon, NV; NAS Lemoore, CA; MCAS Miramar, CA; MCAS Beaufort, SC; MCAS Cherry Point, NC; MCAS Iwakuni, Japan; and others as deemed necessary to develop a complete picture of current Fleet virtual training system operations. Travel is anticipated to occur no more than two times per month, for a period of 3-4 days per trip. Perform detailed Task Analysis of defined mission areas, focused on kill chains, Mission Essential Task Lists (METLs), critical platform capabilities (in the context of platform contributions to completing advanced integrated kill chains), critical decision-making cues for aircrew execution, mission conditions, and aircrew performance and feedback mechanisms. Develop Use Case scenarios for assigned mission areas. These use case scenarios shall contain mission scenario objectives, TTPs, event timelines, areas of responsibility (AORs), Measures of Performance and Measures of Effectiveness (MOP/MOE), effects to be achieved through completion of kill chains, threat attributes and capabilities, and additional assets and capabilities to be integrated with air warfare platforms (e.g., AEGIS, MQ-4 Triton, etc.). Develop an Integrated Mission Analysis Report containing a detailed understanding of current Fleet advanced training practices (syllabi, policies, major Fleet training events, simulation systems currently in use by Fleet platforms), advanced mission Concepts of Operation (CONOPs), capacity requirements of Fleet training centers, and platform-specific advanced tactics and capability development efforts. Develop a Manpower and Resource Analysis Report containing detailed analysis of required trainee throughput, and manpower (instructor and operator/technician) requirements at Fleet virtual training sites to enable Fleet training at sufficient capacity to ensure combat readiness. Qualifications/Experience

Required - Former Hawkeye Weapons and Tactics Instructor (WTI), Growler Tactics Instructor (GTI), Strike Fighter Tactics Instructor (SFTI; FA-18 or F-35), or a USAF Weapons School graduate (i.e. Weapons Officer). Desired - Recent operational experience - Airwing Strike Lead / Mission Commander; Experience as a Requirements Officer (Pentagon) or in the Developmental / Operational Test communities. Other Requirements

Education: Bachelor's Degree from an ABET-accredited institution or former USN/USAF Aviator or USN/USAF Flight Officer, pay grade O-4/5/6.
