Description The City Planner is a senior-level position responsible for directing the city's planning, zoning, and development functions. The position is also responsible for researching, developing, and implementing plans and programs that promote the effective use of land and physical facilities in accordance with laws, codes, and ordinances. The purpose of this position is to recommend and implement policies, procedures, and best practices necessary to achieve the growth and development goals of the City; plan, organize, and direct comprehensive planning activities and strategies; administer and enforce the City's Zoning Ordinance and subdivision regulations for the betterment of the community. This role involves collaboration with stakeholders, data analysis, and planning to support the city's growth while addressing infrastructure, zoning, environmental impacts, and community needs. Job duties consist of varied management, supervisory, and professional planning duties. Successful performance contributes to positive city growth and to the enforcement of city codes and ordinances. Must maintain regular and timely attendance according to set schedule.

Job Domains RESPONSIBILITY:

Requires close cooperation and interaction with the Mayor, City Administrator, City Engineer, Assistant City Engineer, all department heads and the general public. This position has direct supervision of Building Enforcement Inspectors and Code Inspectors. The City Planner works independently to meet goals and deadlines, consulting with the City Administrator, City Engineer, Assistant City Engineer, and City Attorney on complex or unusual matters.

Responsible for, but not limited to the following: Oversee and direct the daily workflow of the planning and zoning department. Plans and directs the city's planning and zoning operations. Maintains and administers the city's zoning ordinances, subdivision regulations, flood damage prevention ordinance, and other related development regulations. Ensures the enforcement of relevant codes and ordinances. Directs the issuance of permits. Coordinates the development and administration of the Comprehensive Master Plan and of long- and short-range plans. Prepares and completes required reports. Develops and implements policies and procedures. Ensures compliance with rules, regulations, policies and procedures. Advises and provides staff support to Board of Zoning Adjustment, Planning Commission, and other related boards. Assists with subdivision designs and reviews. Handles zoning changes. Interprets codes and regulations. Coordinates plan review process among the various development related departments and staff. Perform personnel management duties including, but not limited to hiring, training and development, terminations, disciplinary actions, performance reviews, leave requests, and time card approval. Assists other departments as needed. Develop, implement, and adhere to the department budget. Adhere to the highest standards of ethical business conduct and compliance by acting lawfully, ethically, honestly, and professionally in the performance of job duties at all times, as well as remaining compliant with the City of Enterprise policy and procedures as it relates to job functions. Knowledge of city and department policies and procedures. Knowledge of state and federal regulations and standards for public works infrastructure design. Knowledge of planning and zoning theories, principles, and practices. Knowledge of land use, zoning, and subdivision laws and regulations. Knowledge of city ordinances and codes. Excellent organizational, time management, and project coordination skills; with a proven ability to meet deadlines. Possession of a valid driver's license and clean driving record. Must be able to pass bedground and drug screening. Minimum Qualifications Education and Experience:

Bachelor's degree in Environmental Studies, Urban Planning, Architecture, Public Administration or a related field from an accredited institution is highly preferred. At least five (5) years of progressively responsible experience in a related field, preferably in municipal government. At least Five (5) years of supervisory experience. Certification by the American Institute of Certified Planners (AICP) is preferred. Certified Alabama Planning and Zoning Official (CAPZO) is preferred. Certified Floodplain Manager (CFM) preferred. The work is typically performed in an office and outdoors, occasionally in hot, cold or inclement weather. The work is typically performed sitting at a desk or table or while intermittently sitting, standing, stooping, bending, or crouching. The employee occasionally lifts light and heavy objects, climbs ladders, distinguishes between shades of color, and utilizes the sense of smell.
